CEER views on the European Commission’s Public Interventions Package: Delivering the internal electricity market and making the most of public intervention

This paper presents regulators views on European Commission guidance regarding state interventions in electricity markets. It highlights key issues which merit further analysis and review as regards generation adequacy, renewable support schemes and demand side flexibility in electricity markets.


This is the second annual Monitoring Report by the Agency for the Cooperation of Energy Regulators (‘the Agency’) and the Council of European Energy Regulators (CEER), covering the developments in EU electricity and gas markets in 2012. Expanding on the analysis already performed last year, this report focuses on retail markets and consumer issues, on the main developments in gas and wholesale electricity market integration and on network access issues. It provides an analysis of continuing barriers to further market integration.

CEER response to draft THINK report "Shift, not drift: Towards active demand response and beyond"

The Council of European Energy Regulators (CEER) welcomes the draft THINK Report "Shift, not drift: Towards active demand response and beyond" in the interest of engaging consumers to participate in demand response. The report will be a useful addition to the current debate on demand response. CEER recognises the potentially significant value for consumers as well as for the industry from the efficient use of demand response and the importance of creating the right environment to unlock that potential. CEER has been and is continuing to explore this issue.

The Council of European Energy Regulators (CEER) welcomes the draft THINK report: “From distribution networks to smart distribution systems: Rethinking the regulation of European DSOs” and their call for a review of traditional regulatory approaches to facilitate the incorporation of distributed energy resources into the grid. This document sets out CEER’s response to the THINK draft consultation document. It draws upon the work that is currently being progressed by CEER and individual National Regulatory Authorities (NRA).
