Koen Locquet
Koen Locquet is the President of the Commission for Electricity and Gas Regulation (CREG), Belgium’s energy national regulatory authority. He holds a master’s degree in law and has extensive experience working with several Federal Government Ministers, handling finances, budget, legal issues, economy, and the liberalisation of the energy sector. From February to August 2003, he served as Deputy Director at GeFin, a cooperation of local public financial companies associated with Belgium’s mixed DSOs in the energy sector.
In November 2004, Mr Locquet joined CREG as a senior advisor in charge of gas tariffs. In 2006, he became European Policy Coordinator of the Chair of CREG’s team and was appointed as an alternate member at the CEER General Assembly and ACER Board of Regulators. He has been an active member of several working groups.
In 2011, he was appointed Chair of the CEER Implementation, Benchmarking and Monitoring Working Group (CIBM WG) and the ACER Implementation, Monitoring and Procedure Working Group (AIMP WG). In 2014, he was appointed by the CEER General Assembly to lead CEER’s training activities. He is also a lecturer and course director for several CEER training courses. In January 2015, he was reappointed Chair of the CIBM and AIMP Working Groups, which he chaired until the end of 2017.
Since 2019, Mr Locquet has served as a CEER Vice-President and as Co-Chair of the Legal Advisory Committee, which became the Regulatory Benchmarking and Legal Committee in early 2024. He was appointed Director of the Administrative and Legal Department at CREG in September 2013 and became Acting President of CREG's Board of Directors in November 2018. In September 2023, he was appointed President of CREG’s Board of Directors.
