Publications
CEER welcomes the public consultation to establish the priority list of Network Codes. Network Codes in general have proven to be a useful legal instrument for achieving steps towards an integrated EU energy market and for enhancing security of supply.
This report presents the redispatching requirements laid out in Article 13 of the updated Regulation (EU) 2019/943 of 5 June 2019 on the internal market for electricity,. The report provides a comparison of the advantages and disadvantages of market-based and cost-based mechanisms for redispatching and presents the reader with the actual implementation of redispatching regimes in three European countries (Germany, Spain and Switzerland).
The ACER-CEER Position Paper sets out nine key recommendations to carry out a successful energy transition in the area of hydrogen and natural gas.

  • 8-9 December, 13th Citizens Energy Forum: CEER was represented at the event by CRM WG Co-Chairs Jana Haasová and Natalie McCoy. Ms Haasová also acted as rapporteur for Parallel Session 1, focusing on 'How to strengthen consumer rights and protections in gas and district heating", while Ms McCoy was a moderator for Parallel Session 3 – “How to build consumer trust in energy markets". Furthermore, CEM WS Co-Chair, Stefan Arent spoke at Parallel Session 4 on "how digital tools can activate consumers". In addition, CEER is chairing the European Commission’s Consumer Engagement Working Group to discuss important consumer trends and issues related to this theme.
 
 
Public Consultations
CEER is seeking feedback on the ongoing update of its guidelines of good practice on comparison tools. The purpose of the consultation paper is to present a preliminary review of the Guidelines of Good Practices (GGP) on Price Comparison Tools initially published by CEER in July 2012 and updated in 2017. In this public consultation, CEER presents its updated/new 20 recommendations. The updates and additions take into account the adoption and entry into force of the recast Electricity Directive 2019/944, which includes specific provisions regarding comparison tools, as well as the continuing technological and market evolution of the energy sector.
 
The consultation is open until 17 February 2022.

EU4Energy: Women in Energy blog post
EU4Energy Blog: Women in Energy, which promotes gender equality and encourages greater participation and visibility of women in the energy sector, interviewed Ms Valeria Korcheva, who came in second place out of 100 students competing in the Autumn Digital EU4Energy Week for EaP Universities. Valeria shares her experience, interest and vision towards the energy sector development and how the young female generation could be inspired to choose STEM professions. “My advice to those girls who are choosing their field of study or making their first steps in their profession would be: always try to become an expert and maintain a positive mindset.

Valeria has a strong and growing interest in the field of energy since the energy sector combines different aspects of economy, ecology and politics. She aspires to become the person who always strives to find the solution to a problem and already now, at the outset of her professional life, thinks about how to balance the growing demand on energy with raising environmental concerns – “We have to integrate energy generation into natural processes in a way to utilise nature’s potential and at the same time avoid its destruction. We have to go with nature, not against it and try to resolve the problem human beings have created”.

“Having no background, but only pure interest towards the field of energy, I challenged myself and almost a month later I am sitting here giving my very first interview. With that being said, I hope that people will see my case as proof that when you follow your interests, make an effort and invest in what you like – it will definitely pay off. Do not consider yourself to become an expert in a moment – that’s a journey worth walking rather than a race full of stress and exhaustion. Enjoy it!”

Training
On 13 and 14 December, CEER facilitated a two-day tailor-made course on fundamentals of energy regulation for francophone regulators within their Memorandum of Understanding with the Regional Association of Energy Regulators for Eastern and Southern Africa (RAERESA) to help build a sustainable regional energy market in the Eastern Africa, Southern Africa and Indian Ocean Region (EA-SA-IO). Two more modules will be delivered next year offering a deeper insight into topics of the market and structuring of the energy sector, the energy wholesale and retail market, customer protection and the regulation models of network operators and tariffs.
 
11th Edition of ICER Chronicle
The winter issue of the Chronicle edited by the International Confederation of Energy Regulators was published and includes regulator’s take on COP26, regional member news, Women in Energy storytelling, and energy disruption in the face of climate change. Read all articles here.
