E06-PC-09: Monitoring of the Guidelines for Good TPA Practice for Storage System Operators (GGPSSO)
Directive 2003/54/EC establishes responsbilitiy for national regulators to monitor storage and other access conditions. ERGEG has been requested to assist in monitoring the implementation of the GGPSSO by the European Commission. Therefore these questionnaires have been issued to collect information from SSOs and NRAs.
The European Commission has written to GIE, the representative body of Storage Operators, requesting that they strongly encourage their members to positively respond to the questionnaire and thus fully engage in this important monitoring process.

ERGEG are particularly interested to hear the views of storage users, since they will provide the best insight as to whether and how the GGPSSO are being implemented. ERGEG invites companies who are potential or actual customers of gas Storage System Operators to submit their views by 25th July.
On 15th September 2005, during the 10th Madrid Forum, ERGEG presented the preliminary results of its first monitoring exercise on the implementation of the GGPSSO. The Forum asked ERGEG to produce a follow-up report on the implementation of the Guidelines for the 11th Madrid Forum, to be held in May 2006.
On 7th December 2005, ERGEG published the final results of its report on “Monitoring the implementation of the GGPSSO”. In parallel, ERGEG proposed to undertake a second monitoring exercise assessing the effectiveness of the GGPSSO, and the functioning of the market for storage services.
After the Xth Madrid Forum, 15-16 September 2005, the following comments were received about the interim GGPSSO:
ERGEG requested SSOs to update their 2005 responses and fill in a new questionnaire, focussed on the "new" GGPSSO requirements (to be implemented before 1 April 2006), as well as on in-depth issues regarding the "old" GGPSSO requirements.ERGEG member with storage facilities in their jurisdiction filled out a short national report on storage.
These reports focus on those GGPSSO requirements which are easier to monitor at national level, e.g. confidentiality requirements and capacity allocation/congestion management mechanisms.
Storage National Reports and SSOs' responses were published with the Follow-up report on the implementation of the GGPSSO presented to the XIth Madrid Forum on 18-19 May 2006.
