Editorial

 

This month began with a CEER-ECRB-EURELECTRIC workshop on Voltage Quality Monitoring. It emphasised the importance of power quality monitoring, the costs of electricity interruptions and voltage disturbances, and the need to ensure best practices across Europe. 

Early this month, the European energy regulators also presented their work on a wide range of gas topics at the European Gas Regulatory Forum (Madrid Forum): transit contracts; transparency monitoring; capacity allocation mechanisms, balancing; interoperability; incremental capacity; tariffs, the Regional Initiatives; gas storage; and REMIT implementation. The CEER/ACER presentations and the Conclusions of the 22nd Madrid Forum are posted on CEER’s website.

We are pleased to announce registration is now open for our 29 November event to launch our first annual joint CEER/ACER market monitoring report.  Our report on the internal EU electricity and gas markets will be published alongside the individual regulators’ National Reports of each EU country. It is particularly timely given the European Commission’s planned Internal Market Communication (due out on 15 November), which will focus on the outstanding challenges for all energy sector participants.  Following on the Internal Energy Market theme, save the date for CEER’s Annual Conference on 29 January 2013.

Customer Vision, reports and webpage
The
2020 Customer Vision we have been building with stakeholders shall be showcased at Citizens’ Energy (London) Forum (13-14 November).  Watch out also for CEER's rolling 3-year Action Plan to implement the Vision; 2 new customer reports (one on the implementation of the3rd Package customer empowerment and protection provisions, and the other on meter data management); and for the launch of our new dedicated energy consumer page on our website.

CEER's Renweables Support Schemes Report
CEER has compared (using a questionnaire to its members in July 2012)  expenditure to promote renewable energy through national support schemes (e.g. feed-in tariffs and green certificates) at aggregate level (for each country) through a shared methodology.  This 2012 RES report, to be published in December (and which updates CEER’s 2011 report), is considered timely given the intention of the Commission to review RES support schemes and issue guidance on best practice.

Incremental Gas Capacity
As a follow up to its 2011 work on a Gas Target Model, CEER ran a public consultation in Summer 2012 to consult on options for incremental capacity auctions. CEER presented preliminary feedback on the 30 responses received to this month's Madrid Forum. CEER will present at the next Forum a blueprint on how ‘new build’ capacity at existing interconnection points can be integrated into an EU-wide market-based approach.
 
CEER’s Evaluation of Responses to the consultation will be released in December 2012. The consultation findings will be used to support the further development of the European Gas Target Model and the European framework guidelines and network codes.
