In close collaboration with the Council of European Energy Regulators (CEER), this event launched the first market monitoring report produced by the Agency for the Cooperation of Energy Regulators (ACER) since its official establishment in 2011.

The report assessed wholesale and retail market developments across the EU in 2011, as well as consumer protection and empowerment issues.

Report

This is the first annual Monitoring Report by the Agency for the Cooperation of Energy Regulators (“the Agency”) and the Council of European Energy Regulators (CEER) on the development of EU electricity and gas markets in 2011. It focuses on retail markets, consumer issues, the principal developments in gas and electricity wholesale market integration and network access issues which have an important impact on the degree of competition in retail markets and the prices that consumers pay for energy. The report also provides an analysis of the progress made in electricity and gas markets across the EU in 2011 and points to persisting barriers to market integration.
