CEER publishes new data on interruptions in its Benchmarking Report 6.1 on the Continuity of Electricity and Gas Supply

Since 2001, the Council of European Energy Regulators (CEER) has routinely analysed and reported on the quality of electricity supply in European countries (and recent years this has also covered gas). CEER’s Benchmarking Report 6.1 on the Continuity of Electricity and Gas Supply updates some of the interruption data of CEER’s 6th Benchmarking Report (in 2016). This includes newer data on Continuity of Supply in electricity and the technical operational quality of gas and some new ways to present the data such as aggregated box-plot summary graphs.
The main indicators covered in this report include:
- System Average Interruption Duration Index (SAIDI),
- System Average Interruption Frequency Index (SAIFI) and
- Customer Average Interruption Duration Index (CAIDI).
The values of unplanned electricity SAIDI and SAIFI seem to be stable or improving over time. In 2016, unplanned SAIDI including exceptional events had a range between 9 and 371 minutes per customer while unplanned SAIDI without exceptional events was between 9 and 290 minutes per customer. For gas, SAIDI values are generally much lower in gas than in electricity. In 2016, unplanned SAIDI ranged from 0,008 to 6,043 minutes per customer. The report also includes some new data of interruptions on electricity transmission networks and the latest available data for gas transmission and distribution pipeline length.
This report’s monitoring of European electricity and gas markets’ Continuity of Supply is an essential tool in the overall supervision of well-functioning energy markets.
