In the final weeks of a truly extraordinary year, CEER organised its 2022 Annual Conference, which brought together more than 150 participants in person in Brussels. We are also happy to announce the release of the 7th CEER-ECRB Benchmarking Report on the Quality of Electricity and Gas Supply, an essential tool in the overall supervision of well-functioning energy markets – of particular importance in a context of exceptionally high prices and challenging times. A webinar on the report will follow its release in early 2023 – stay tuned! In the meantime, CEER wishes you a Merry Christmas for those who celebrate and an energetic and Happy New Year!

More than 150 participants take part in the 2022 CEER Annual Conference!

On 13 December, more than 150 participants took part in the 2022 CEER Annual Conference, which was CEER’s first fully in-person conference since January 2020. The event analysed the effectiveness of the emergency measures put into place by the EU and national governments, and whether the long-term design of the energy market should be adjusted.

Key takeaways from the event include the following:
  • Energy experts expect prices to remain at a higher level for the next two years;
  • Europe must not lose sight of the fact that market design must lead to our targets of a higher share of renewables, demand-side response and a consumer-centric market.

CEER Co-Signs Joint Declaration on Enhanced Consumer Protection This Winter
In light of the need to help protect consumers throughout this difficult winter, on 12 December 2022 CEER co-signed a Joint Declaration on Enhanced Consumer Protection along with other relevant stakeholders, including consumer organisations, energy retailers and distribution system operators.

Trilateral Workshop Takes Place in Vienna
On Friday 16 December, a trilateral workshop took place on sustainable empowerment, security of energy supply and interoperability of the systems in Vienna. 

The event was part of a bigger initiative within the framework of a long-term cooperation between the CEER, the Energy Community Regulatory Board (ECRB) and the Association of Mediterranean Energy Regulators (MEDREG).

  • Digitalisation as a Driver for Better Retail Marketing Functioning Report
    On 20 December, CEER published its paper on Digitalisation as a Driver for Better Retail Market Functioning. The paper seeks to identify opportunities, challenges and risks of digitalisation, and to provide recommendations on how to overcome these challenges. The recommendations are in line with the 2030 CEER-BEUC Vision LET’S ASPIRE, and previous CEER work. Download the Report
  • 7th CEER-ECRB Benchmarking Report on the Quality of Electricity and Gas Supply
    This flagship report, published today, 22 December, for the first time a joint project of CEER and the Energy Community Regulatory Board (ECRB), provides in-depth surveys and analyses of the quality of electricity and gas supply across Europe with associated recommendations for good regulatory practices to maintain a good level of continuity of supply, voltage quality, and commercial quality for customers across Europe. It compiles data from respondents from CEER Members and Observers and Energy Community Contracting Parties, covering a total of 39 countries, with some additional information on three Mediterranean countries. Public Consultations

CEER Public Consultation on Guidelines of Good Practice for trustworthy green offers and consumer marketing protection against misleading marketing ("greenwashing") – Deadline: 31 January 2023 

CEER invites relevant and interested stakeholders to respond to the public consultation, focusing on:
  • Marketing practices relation to green offers, in both the pre-contractual and contractual phases.
  • The role of contracts in delivering the renewable penetration goal at least cost.
  • The relationship between Guarantees of Origin (GOs) and support schemes.

Held only once every three years, WFER is the leading international conference on energy regulation. It brings together key energy industry players, high-level policymakers, academics and regulators to engage in strategic discussions on different regulatory schemes. More details here.
 
CEER Training Academy
Our training programmes focus on the current challenges that energy regulators are facing, covering the latest developments and new frameworks in the energy sector.
The CEER Training Academy 2023 Calendar is Available Now!
Eighteen wide-ranging topics will be covered to deliver high-quality courses on the practice of regulation and job-related skills for regulatory staff.

To facilitate the participation of NRAs' staff in CEER Training Courses, the 2023 portfolio will propose different training formats: fully onsite (two days), fully online (three half days), hybrid (two days), and mini trainings (half day fully online, low cost).

Certain courses will be open to the public so that the participation of non-regulators will be allowed.

The course will provide information on:
 
  • The legal framework and its objectives;
  • Good practices of retail market monitoring;
  • Monitoring of consumer protection;
  • Empowerment measures at the European and national level; and
  • Practical tools for carrying out monitoring tasks of the retail markets and ensuring the implementation and compliance of consumer protection and empowerment measures.
