ERGEG and CESR draft advice to the Commission on record-keeping, transparency and exchange of information
The European Regulators´ Group for Electricity and Gas (ERGEG) and the Committee of European Securities Regulators (CESR) have published a consultation document on record-keeping, transparency and exchange of information issues in the context of the Third Energy Package.
This paper – in accordance with the mandate given by the European Commission – sets out the draft advice of ERGEG and CESR on three main topics: record-keeping, transparency and exchange of information. ERGEG and CESR will provide their final advice following detailed consideration of the responses to the public consultation in December 2008.
ERGEG and CESR invite market participants to comment on their draft advice to the Commission. All responses should be submitted via email to fis@ergeg.org and online on CESR´s website.
If a respondent would like ERGEG and CESR to treat their contribution with confidentiality then this must be explicitly mentioned in their reply. Unless marked as confidential, all responses will be published by placing them on the ERGEG (www.ceer.eu) and CESR websites. Respondents to this consultation paper should, however, endeavour to provide any confidential material in annexes that can be separated from publishable non-confidential material.
The closing date of the public consultation is 24 November 2008.
