ERGEG Public Consultation 2007/10/12 - 2007/12/17

Background

On 12th October 2007 ERGEG launched a public consultation on the GRI Coherence and Convergence Report – An ERGEG Public Consultation Paper (E07-GRI-01-05). The consultation seeks stakeholders’ views on issues such as coherence, convergence and consistency of approaches across the gas regions. The basic conclusion of the paper is that there is a good level of consistency and that at this stage we do not perceive issues that could create barriers to further market integration. This report, which follows on from a similar one produced for electricity, is presented at the XIII Madrid Forum on 16/17 October.

ERGEG seeks stakeholders views on whether there is sufficient consistency with regard to – common priorities; interconnection approaches; transparency; interoperability; and development of gas hubs - to avoid creating barriers to market integration in the future. In particular, stakeholders’ views are sought on:

  • whether identified differences between gas and electricity justify that in gas convergence within regions must come before convergence across regions
  • benefits of rolling out the guidance on “less than 3 rule” and a MoU across regions; and
  • potential barriers appearing as a result of the developments in the South-South East region.

ERGEG invites all interested parties to comment on the understanding and issues raises in this paper. Any comments should be received by 17th December 2007 and should be sent by email to: gasconvergence@ergeg.org

Following the end of the public consultation period, ERGEG will publish all comments received from stakeholders. Any respondents wishing ERGEG to treat its contribution as confidential should clearly state this in their reply and endeavor to give any confidential material in annexes that can be separated from publishable non-confidential material.
