E09-PC-46: Draft Pilot Framework Guideline on Capacity Allocation on European Gas Transmission Networks
Draft Pilot Framework Guideline on Gas Capacity Allocation on European Gas Transmission Networks
Upon a request from the European Commission, ERGEG is using the so-called interim period until the Agency for Cooperation of Energy Regulators (ACER) becomes fully operational to simulate the development of framework guidelines according to the provisions of the 3rd Package. ERGEG has therefore developed a draft pilot framework guideline on capacity allocation in gas transmission networks, which covers cross-border interconnection points between two or more Member States as well as interconnections between adjacent entry-exit-systems within the same Member State, insofar as the points are subject to booking procedures by users.
ERGEG invited all stakeholders to participate in its consultation on the draft pilot framework guideline.
All comments should be submitted by Friday, 26 February 2010 and should be sent by email to: email@example.com.
Following the Conclusions of the 17th Madrid Forum, stakeholders were invited to send their comments to the ERGEG document on recommendations for guidelines on congestion management. This document is intended to serve as input for the Commission when revising the Annex of Regulation (EC) 1775/2005 regarding the rules on congestion management. The deadline for submitting comments was 31 March 2010.
ERGEG evaluated the comments received from stakeholders and revised the Recommendations on CMP.
Any questions on these documents should in the first instance be directed to:

ERGEG Workshop on Capacity Allocation (CAM) and Congestion Management (CMP)
ERGEG has committed to work diligently during the interim period between the adoption of the 3rd Package and the date when the Agency for the Cooperation of Energy Regulators (Agency) is able to fully exercise its powers. The aim is to provide assistance to the Agency in view of framework guideline development when the 3rd Package enters into force. In addition, it was decided to develop pilot projects for electricity and gas to test the drafting process as foreseen by the 3rd Package.
Following ERGEG’s consultation document on CAM and CMP, the European Commission decided that the gas pilot would focus on capacity allocation and officially sent a letter on 22 September 2009 requesting ERGEG prepare a framework guideline to be presented at the 17th Madrid Forum in January 2010. The draft framework guideline is currently under public consultation and the final guideline is foreseen to be finalised by May 2010.
ERGEG has also prepared concrete proposals to amend the existing annex to the Gas Regulation. Here, the objective is to rapidly adopt new provisions to reduce contractual congestion.
ERGEG welcomes the opportunity to discuss its proposals for CAM & CMP with all stakeholders and kindly invites all interested parties to participate in the workshop (online registration below - deadline 26 January 2010).
Please note that places for the workshop are limited and registration is subject to confirmation.
