During this short month of February, CEER has been hard at work with the release of two key update reports, one being the second report on the Covid-19 pandemic's effects on the energy sector and a second, the 2020 Self-Assessment Status Report on CEER's Roadmap to 2025 Well-Functioning Retail Energy Markets. Coming up, we are excited to be approaching the date for our 2022 Customer Conference. This limited hybrid event will focus on exchange about the latest developments in the energy market in a practical way for energy consumers, and those consumers will also find out about the tools that are available for them to manage their consumption in a sustainable way. A great way to get our 2022-2025 Strategy “Empowering Consumers for the Energy Transition” into full motion!

CEER looks with grave concern at recent developments in Ukraine and particularly the situation of colleagues at the National Energy and Utilities Regulatory Commission (NEURC). We note the recent statement of the leaders of the Council of the EU and the European Commission.
 
Publications
  • 7 February 2022: Analysis of the COVID-19 Pandemic’s Effects on the Energy Sector – Second Report – This is the second report on CEER’s analysis of the effects of the COVID-19 pandemic on the energy sector. The report is based on the replies of 24 regulatory authorities and covers a period ranging from January 2020 to June 2021. It examines the measures taken by public authorities in CEER countries to limit the spread of COVID-19 (notably lockdowns), as well as the effects on electricity and natural gas consumption and prices (which registered historical lows in several countries notably due to the lockdowns of spring 2020). The report also addresses the specific impact of the pandemic on consumers, energy suppliers, network operators, as well as the measures taken to support them. It concludes that the energy system has proved resilient and that measures such as disconnection moratoria have shielded consumers from the worst impact. CEER is planning to have a webinar to discuss the findings further – look in the next issue for more information on that.
  • 23 February 2022: Roadmap to 2025 Well-Functioning Retail Energy Markets – CEER publishes its 2020 Self-Assessment Status Report as part of the Roadmap to 2025 Well-Functioning Retail Energy Markets. Using a set of 25 metrics defined in the CEER Handbook for NRAs, this report aims to evaluate the evolution and functioning of gas and electricity retail markets in 2020. With the first edition published in 2017, CEER NRAs began to annually assess the functioning of their national energy retail markets in order to drive competition, improve market functioning and promote better and more affordable offers for electricity and gas consumers.

CEER CUSTOMER CONFERENCE 2022 will be held in a limited hybrid format (Brussels and online) on 23 March! The theme of this year’s Customer Conference is Survival 101! The energy price spikes and the Green Transition – Empowering consumers.

The annual Customer Conference provides a platform to bring together stakeholders from the energy sector, including suppliers, consumer organisations, EU institutions and energy regulators, in a close discussion with household consumers. This year, the conference will address major developments in energy markets and what tools are available for consumers to tackle the current high energy prices, as well as how they can play an active role in the energy transition.

EU4Energy soon to launch comic books on clean energy

An informative comic book on energy efficiency and energy saving measures will soon be released in the framework of the EU4Energy project. The comic book targets school children and focuses on raising their awareness about clean energy transition. Furthermore, it includes practical tips for children on saving energy by using simple methods and measures. 

The book will be produced in 6 languages – Armenian, Azeri, Belarusian, Georgian, Moldovan, Ukrainian –  and will be distributed at local schools. It will also be available as extracurricular reading material for school children, and schools will receive a printable version for further use. Moreover, the comics will be digitalised and distributed on social media channels. Read more
