After closely following the European Commission's proposal for the reform of the Electricity Market Design, CEER published a press release on 16 March welcoming the Commission's attention to long-term markets as a key enabler for investment stability and affordability for consumers. CEER and ACER are studying the proposal carefully and may provide some feedback.

Earlier in the month, eastern European energy leaders gathered in Brussels for a capacity-strengthening course that focused on the clean energy transition. The course was organised by
 CEER on behalf of the European Union's EU4Energy Phase II Programme – Promoting the Clean Energy Transition in the Eastern Partnership Countries.

Finally, we are looking forward to the upcoming 
2023 CEER Customer Conference on 16 May. The venue has now been confirmed as the European Commission's Albert Borschette Conference Centre in Brussels. Registration details will be announced very soon (see below for more info)!

Save the date for the 2023 CEER Customer Conference on 16 May!
This year's CEER Customer Conference will take place on 16 May in a hybrid format at the Albert Borschette Convention Center in Brussels. The event will emphasise the voice of consumers in the analysis of the benefits and challenges of the green and digital transitions, as well as lessons learnt from the energy crisis. You can find the draft agenda at the link below.

High-level speakers from energy regulators (CEER and ACER), The European Commission's Directorate-General for Energy (DG ENER), the European Parliament, The European Consumer Organisation (BEUC) and many others will be joining the discussions.

Energy Regulators welcome Commission's proposal for Electricity Market Reform, preserving the fundamentals and being pro-consumer
CEER welcomes the emphasis on accelerating the energy transition as well as protecting and empowering consumers to benefit from it.

CEER President Annegret Groebel stressed her hope that “The current situation must not undermine the choice of consumers, and therefore we must continue to allow the market to function while ensuring targeted support to make sure that no one is left behind”.

CEER contributes to latest ICER Chronicle
The 13th edition of the ICER Chronicle features several contributions from CEER:
  • CEER President Annegret Groebel was interviewed as part of the ICER leaders Q&A
  • CEER Working Group Coordinator Irama Zamora contributes to the Chronicle with an article on "Energy in Crisis"
  • CEER Deputy Secretary General Martina Schusterová interviews Andrea Lenauer, International Relations Advisor at E-Control (Austria) and Women in Energy Vice Chair, on her experience of being a personal mentor.

178th CEER General Assembly Meeting Held in Brussels
General Assembly members gathered in Brussels this week for their first in-person meeting of the year. Discussions at the 178th GA meeting covered recent developments on key EU dossiers and upcoming events and publications.
CEER President participates in FSR Debate on "The Outlook For Gas Markets in Europe"

On 8 March, CEER President Annegret Groebel contributed to the panel discussion for the Florence School of Regulation's (FSR's) debate on "The Outlook For Gas Markets In Europe". The event explored the current outlook for European gas markets and aimed to identify the priority actions and initiatives to be undertaken in the next months to ensure security of supply to Europe.
CEER Secretary General joins panel discussion on "Energy Systems Getting Ready For Solar" at the SolarPower Summit.
On 9 March, CEER Secretary General Charles Esser participated in the panel "Energy systems getting ready for solar" at the SolarPower Europe’s Summit 2023: “Get ready for solar”. On the panel with him were representatives of DG ENER, Iberdrola and the EU DSO Entity. Mr Esser presented some of CEER’s view’s on electricity market design, alternative connection agreements and general considerations regarding connections and efficient project planning.
"Lights on women" opportunity for female energy experts
Are you a woman as well as an energy expert? The European University Institute (EUI) in Florence has recently launched "Lights on women", a new database of women experts in energy – in the broadest sense, which also includes issues of energy project financing, carbon markets etc. If you are working on an energy-related topic, you might consider taking seven minutes to register. This can lead to invitations for speaking engagements at conferences and calls from journalists.

Lights on women initiative launches the LUCE Awards
On 16 May 2023, the LUCE Awards will award prizes in recognition of two categories of women working in the energy, climate and sustainability sectors:
  • Emerging Talent
  • Legacy Woman
With these awards, the initiative aims to shed light on the careers of talented women conducting activities or projects meant to further the green transition everywhere in the world. CEER Secretary General Charles Esser is a member of the Selection Committee.

The deadline for applying to the Emerging Talent Category is 31 March 2023.

Eastern European Energy Leaders Meet in Brussels to Upgrade Skills in Green Transition
The Council of European Energy Regulators (CEER), on behalf of the European Union's EU4Energy Phase II Programme – Promoting the Clean Energy Transition in the Eastern Partnership Countries welcomed high-level energy professionals for a capacity-strengthening course that focused on the clean energy transition. 

Over the two-day training, energy regulators and policymakers from relevant ministries learned and exchanged views about new challenges related to the implementation of the Clean Energy for All Europeans Package.

Irina Ţerigradean contributes to the EU4Energy "Stories of Women Leaders in Energy" blog

Irina Ţerigradean, Deputy Head of Policy Implementation and Monitoring Department at the Energy Efficiency Agency of the Republic of Moldova, contributed to the latest edition of the EU4Energy Women in Energy blog.

Irina strongly believes that there are no fields in which a woman cannot be successful. She encourages young women to “have the necessary courage and confidence that they will succeed in their endeavours”.

World Forum on Energy Regulation
Lima, Peru, 22-25 August 2023
The WFER is the leading international conference on energy regulation and is held every three years. It brings together key players in the energy industry, high-level decision-makers, academics and regulators from around the world to engage in strategic energy discussions on different regulatory schemes. More details here.
CEER Training Academy
Our training programmes focus on the current challenges that energy regulators are facing, covering the latest developments and new frameworks in the energy sector.
Register now for the CEER Specialised Training on Energy Sector Integration – open to the public!
The course will cover:
  • Key principles of energy system integration;
  • Relationship between power, gas, hydrogen, electro fuels and heat and how to facilitate the logic of how the conversion from one to another;
  • Obstacles and challenges of implementation;
  • Results of reporting and monitoring, and case studies at the national level.
The first two days are fully open to the public and will include a field trip to Antwerp including a ride on a hydrogen-powered boat, the 'Hydroville' and learning first-hand about the local hydrogen-based economy. The Hydroville is the first certified passenger shuttle that uses hydrogen to power a diesel engine.
The third day will be dedicated to more specific topics and is open to NRA staff only.
