CEER's member energy regulators are well aware of the high prices consumers are facing and are working on a national level and engaging at a European level so that European consumers can get through this winter and so that the most vulnerable are protected. Extraordinarily high prices are a challenge for household budgets and businesses' viability. We hope that recently-approved European-level measures may start to ameliorate the situation without distorting long-term goals for the internal energy market and energy transition.

CEER brings the voice of energy regulators to EUSEW2022
CEER co-organised two sessions on 29 September during the European Sustainable Energy Week's 2022 Policy Conference (main programme) that wrapped up this Thursday...
CEER teamed up with BEUC, SolarPower Europe and ANEC to discuss "Achieving energy independence and the green transition: REPowering consumers". The session looked at the barriers that consumers and industry face when attempting to shift to renewable energy solutions and help drive the energy transition.
CEER President Annegret Groebel (photo) said that these barriers can be overcome by adapting the policy framework and encouraging investments in self-consumption and alternative energy resources. Short-term measures to protect consumers are essential, she argued, but we must not lose sight of the long-term goals of decarbonisation and of building efficient markets that work in the consumer interest and towards energy independence.
Panelists discussed barriers such as the lack of streamlined information, local regulations and financial burden, highlighting the potential of solar power and heat pumps in reaching our climate goals, increasing energy efficiency and reducing consumption amidst the energy crisis. The panel noted existing tools such as Price Comparison Tools, and stressed the importance of subsidies and financial support schemes to encourage consumers to take part in this fundamental transformation of our energy system and economy. CEER was the lead organiser of the policy session on "The potential of renewable gases to support the energy transition and guarantee security of supply", organised with IRENA, FSR, FEL Portugal and CERRE. Discussions were framed around the transformational potential of renewable gases, such as green hydrogen and biomethane, in the medium run as well as the market structures that are required for sustainably integrating renewable gases in the European energy mix.
The IEA’s Ilkka Hannula set the scene with his keynote speech on the expectations and opportunities for renewable gases as an important piece of the puzzle in the green transition of the European energy market. CEER Working Group Coordinator Valeriya Izhyk (photo) talked about trading renewable gases between Ukraine and the EU as an important step to effectively support reconstruction. Moderator Elizabeth Press from IRENA concluded that it is important to watch developments across society, technology and the economic sector to have clarity of thought in the short run, while taking informed decisions for the integration of renewable gases in the long run.

EU and CEER training on Renewable Energy Support Mechanisms and Guarantees of Origin for Eastern Partnership (EaP) Countries
The two-day interactive EU4Energy training focused on main support mechanisms such as feed-in tariffs, feed-in premiums and auctions.
Energy experts from Armenia, Azerbaijan, Georgia, the Republic of Moldova and Ukraine participated to enhance their knowledge in renewable energy support mechanisms as efficient policy tools for shifting towards a green generation.
2023 ICER Distinguished Scholar Awards Call for Papers

Winners will be announced at the World Forum on Energy Regulation VIII, which will be held 21-24 March 2023 in Lima, Peru. The deadline for submissions is 1 November 2022.
