Crisis management which protects the consumer
As the Council of the EU debates and approves a new string of emergency measures to tackle the energy crisis, CEER has been busy preparing its 2022 Annual Conference to be held on 13 December. CAC2022 will bring together energy stakeholders in Brussels to consider these measures and responses more generally, as well as long-term reflections. Last week, CEER representatives were also at the Citizens’ Energy Forum to ensure NRAs’ voices were heard. During this time of crisis, regulators note the Forum's conclusion that "There is a need for short-term support as well as structured solutions that strike the right balance between supporting people's ability to cope with bills and avoiding disconnections this winter, while reducing demand and supporting lasting changes in behaviour".

Registration Open for the 2022 CEER Annual Conference

The 2022 CEER Annual Conference will bring together high-level speakers from CEER, ACER, DG ENER, industry associations, and consumer organisations, among others under the theme Short-Term Measures vs Long-Term Design: Regulating the Future Energy Market. Together they will look at the measures currently being put in place and consider whether long-term adjustments will be needed to the electricity market design – or not. The conference is free and in-person only.

14th Citizens' Energy Forum

The 14th Citizens' Energy Forum was held on Thursday 24 November, in Dublin, Ireland. The event gathered citizens' interest groups, NGOs, businesses and policy makers (ministries and regulators) to provide their input on energy consumer issues in the context of the current energy crises. 

Andrej Juris, Chairman of the Slovak energy regulator and member of the CEER General Assembly participated in the Plenary session “Birds eye view: Safeguarding and making future proof energy as an essential good” and explained how Slovakia is encouraging energy efficiency while protecting consumers from extreme price shocks.

Public Consultations

CEER Public Consultation on Guidelines of Good Practice for trustworthy green offers and consumer marketing protection against misleading marketing ("greenwashing") – Deadline: 31 January 2023 

CEER invites relevant and interested stakeholders to respond to the public consultation, focusing on:
  • Marketing practices relation to green offers, in both the pre-contractual and contractual phases.
  • The role of contracts in delivering the renewable penetration goal at least cost.
  • The relationship between Guarantees of Origin (GOs) and support schemes.

International
Visit of Indian Delegation to CEER
 
The CEER Secretariat welcomed a delegation of Indian state regulators and ministry officials at the beginning of November. Discussions were held on the topics of financial derivatives and energy derivative markets, with Market Integrity and Transparency WG Co-Chair Esther Espeja (CNMC) presenting on REMIT and related work with financial regulators. The delegation also had general presentations from ACER and the CEER Secretariat about the two organisations and their cooperation.
CEER at COP27 
 
Claudio Marcantonini, lead drafter of the ACER-CEER European Green Deal Regulatory White Paper and Co-Chair of the CEER Regulatory Gas Strategy Workstream took part in a COP27 side event organised by the European Commission's Joint Research Centre. The event addressed the theme of Energy trade in a low carbon world: what role for hydrogen? Mr Marcantonini presented ACER and CEER's proposals on the regulation of hydrogen.
