Cooperating beyond EU borders
International cooperation has been high on the CEER agenda. The first Renewable Energy Investment Conference just wrapped up after bringing together more than 200 participants in Tbilisi, Georgia. The EU4Energy programme also gathered approximately 70 students for its 2022 Digital Week for Eastern Partnership Universities earlier this month. Two weeks ago, CEER participated in the 15th EU-US Regulators Roundtable, a well-established event for regulators from the USA and Europe to discuss common challenges. This month, CEER and the EU Agency for the Cooperation on Energy Regulators (ACER) also published their Energy Retail and Consumer Protection Volume of the Market Monitoring Report (MMR).

More Than 200 Participants Take Part in the Renewable Energy Conference in Tbilisi
 
The CEER, on behalf of the European Commission’s EU4Energy Programme – “Promoting the Clean Energy Transition in the Eastern Partnership Countries”, the Energy Regulators Regional Association (ERRA) and Georgian National Energy and Water Supply Regulatory Commission (GNERC) welcomed more than 200 conference delegates in Tbilisi, Georgia for the first Renewable Energy Investment Conference. The three-day event brought  energy regulators and high-level policymakers together to find ways to accelerate the energy transition and encourage investments in renewable energy projects in Europe, Eastern Partnership countries and beyond. 

CEER President, Annegret Groebel, was one of the keynote speakers on the opening day, and discussed dynamic regulation and the energy transition. She addressed the need for regulation to be stable and coherent with the fast-changing environment and market evolutions that digitalisation and decarbonisation bring about, whilst protecting European energy consumers' interests effectively and remaining predictable.

CEER Elects New Board of Directors & IRG Chair
On Tuesday 25 October, at a meeting of its General Assembly, CEER elected two new Vice Presidents, Ms Jana Haasová and Ms Alda Ozola, to join the three existing Vice Presidents, Mr Koen Locquet, Mr Wolfgang Urbantschitsch and Mr Pedro Verdelho, who were re-elected to another term. The new 2.5 year terms begin on 12 November. The five Vice President's, together with CEER President Annegret Groebel, make up CEER's Board of Directors and play a pivotal role in providing strategic guidance to the organisation.
CEER has also elected Ms Claire Hellich-Praquin as its International Relations Group (IRG) Chair to work on important international issues and priorities in collaboration with other international regulatory associations.

ACER/CEER Release the Energy Retail and Consumer Protection MMR
 
The Energy Retail and Consumer Protection Market Monitoring Report offers an overview of retail energy market developments across the European Union during 2021. As part of its release, ACER and CEER organised a webinar to present the key findings from the report. The webinar focused on on the main energy retail market developments across 2021, with some pricing insights for 2022.

International
EU4Energy 2022 Digital Week for EaP Universities

From 3-7 October, approximately 70 students from ten universities and five EaP countries participated in the 2022 Autumn Digital Week that facilitates experience and knowledge sharing among students from Easter Partnership (EaP) Universities. The course covered energy and regulatory issues such as consumer empowerment, the European Clean Energy Package, energy poverty and energy vulnerability.
 
   
 
Two students from the American University of Armenia won the first and second place in a competition based on the topics covered. David Baghdasaryan (above left) will attend a CEER training course for energy professionals in Brussels in 2023. Kristina Ghahramanyan participated in the Renewable Energy Investment Conference in Georgia.

15th EU-US Regulators Roundtable
 
The 15th EU-US Regulators Roundtable took place in Washington, D.C., USA on 13 and 14 October, following a three-year hiatus due to the pandemic. Organised by the National Association of Regulatory Utility Commissioners (NARUC) and CEER, the well-established event provides an occasion for regulators from the USA and Europe to discuss common challenges and exchange views.

2023 ICER Distinguished Scholar Awards Call for Papers
 
ICER is calling for a submission of papers that examine the 2023 theme of "The Energy Transformation Challenge: Competitiveness and Sustainability of Energy Markets, Opportunities, and Achievements". The Awards recognise the important contributions that have been made to enhance electricity and gas regulation around the world. The deadline for submissions has been extended to 28 November 2022.

CEER Public Consultation on guidelines of good practice for trustworthy green offers
 
CEER will soon be consulting on its updated guidelines of good practice for trustworthy information on green offers and consumer protection against misleading marketing. This soon-to-be-launched public consultation  aims to gather views from relevant stakeholders on:
  • Marketing practices relation to green offers, in both the pre-contractual and contractual phases;
  • What role contracts might play in delivering the renewable penetration goal at the least cost; and
  • Consideration of the relationship between Guarantees of Origin (GOs), Green Certificates (GCs) and other support schemes.
Interested parties (energy suppliers, prosumers, electricity and natural gas customers, electricity and natural gas industry, customer representative groups, network operators other interested parties) are invited to participate in the consultation, to be launched this week and running for 2 months.
