CEER Position paper on well-functioning retail energy markets

This strategic high-level paper presents a forward-looking framework for evaluating the performance of retail energy markets. It considers issues from both the supply and demand side and develops our thinking in terms of the principles of competition/innovation and of consumer involvement. Eight key properties, underpinned by these two principles and a series of different metrics, are proposed in order to better assess and inform market functioning and to identify policy thinking on how to improve it.

CEER Statement on Delivering a New Deal for Energy Consumers

CEER is committed to engaging with the EU institutions and stakeholders on concrete ways to deliver a New Deal for energy consumers. We welcome the EU-level focus on retail markets and consumers and take this opportunity to highlight our work as regulators in delivering the ideas put forward in the EU’s New Deal for Energy Consumers.

CEER Advice on Customer Data Management for Better Retail Market Functioning

This document (C14-RMF-68-03) presents CEER’s Advice on Customer Data Management for Better Retail Market Functioning (electricity and gas). It outlines five guiding principles to form a basis for all data management models in Europe: Privacy and Security; Transparency; Accuracy; Accessibility; and Non-Discrimination. Adjoining these principles, CEER makes seven concrete recommendations to facilitate the development of customer data management in European retail markets; complementing the existing legislative requirements under the 3rd Package. The Advice takes into account feedback gathered through a public consultation and public hearing, both held in 2014; the results of which are summarised and reflected in the principles and recommendations.

Implementing the 2020 Vision for Europe's Energy Customers - CEER Action Plan 2015-2017

This document (C15-SC-32-05) is an update of the CEER 3-year rolling action plan (Contributing to a 2020 Vision for Europe’s energy customers), which was originally published together with the 2020 Vision for Europe’s energy customers in November 2012. In its first 3-year rolling action plan, CEER set some areas of work to focus on during the 3 years following the publication of the 2020 Vision, in order to promote it. The present document provides an overview of the work carried out so far and establishes CEER’s priorities of work for the next 3 years. Some important developments have taken place since 2012. This document summarises CEER’s customer-related work and also takes into account regulators’ proposals in the ACER “A Bridge to 2025: Conclusions Paper”.

CEER Advice on How to Involve and Engage Consumer Organisations in the Regulatory Process

This document (C14-CEM-74-07) examines how best to involve and engage consumer organisations in the regulatory process by drawing up a number of recommendations which should result in a more structured approach to consumer organisations and in a greater mutual understanding of markets and consumer concerns through the availability of more information and dialogue channels. By proposing concrete measures in the fields of information exchange, capacity building and policy development/design, CEER aims to facilitate a more organised relationship between NRAs and consumer organisations. This will likely enhance their respective performance and thereby create more favourable market conditions as well as better empowerment and protection services for customers in the long run.

CEER Advice on Customer Information on Sources of Electricity

This document (C14-CEM-70-08) presents recommendations on how to make the system for disclosing how electricity has been produced more coherent and reliable. It also outlines how to make information on disclosure more transparent, so that customers can make decisions based on information they can trust. As we seek to put customers at the centre of CEER’s work, we analysed the disclosure system from the customers’ perspective. The recommendations developed in this Advice aim to empower electricity customers by providing them with adequate, reliable and consistent information and by developing a reliable, trustworthy and transparent disclosure system. Furthermore, the recommendations aim to push forward the integration of the European electricity market.
