Building on ERGEG’s 2008 analysis of network losses, CEER's focus for 2016 was drafting a Benchmarking Report on Power Losses. The Report aimed to give a detailed overview of national practices regarding the definition, procurement, and regulatory treatment of network losses. In addition, relevant features that needed to be tackled in order to promote a level-playing field in the treatment of losses on a European level were addressed in the Report.

The purpose of the Workshop was to facilitate exchange of information between the stakeholders and the CEER EQS TF which was responsible for drafting the Report. Experiences dealing with power losses were presented by stakeholders from European countries and discussed among attendees. A summary of the results of an initial survey among National Regulatory Authorities on power losses was later provided. The knowledge gained during the session was used to create a similar questionnaire for stakeholders, and served as the basis for the  Benchmarking Report on Power Losses published in 2017.
