Editorial
In June, CEER hosts two public events and issued two public consultations, a report and a press release on the occasion of Europe's  Energy Council Conclusions. The theme of our 2014 Customer Conference (18 June) is “Retail Energy Markets: from advocacy to action”. The impressive line-up of speakers for this event includes two EU Commissioners (for Energy; and Consumers respectively), MEP Turmes and representatives from the current Greek and incoming Italian Presidency of the EU.  The event will also be the opportunity for CEER to launch its consultation on draft advice on how to involve and engage consumer organisations in the regulatory process. Our 2014 Customer Conference will be web streamed live and it will be featured in our July edition of this newsletter.

In the framework of Europe's 2014 Sustainable Energy Week, CEER will host a workshop (26 June) on the pull factors in achieving a low carbon energy system: the role of consumers and regulators in enabling demand-side flexibility. During the workshop, CEER will launch its advice on Market and Regulatory Aspects of Demand-Side Flexibility.

CEER invites reactions to our envisaged 2015 priorities and recommendations at both of these upcoming events. Why? Because we are currently publicly consulting on our work priorities for next year. The feature article below provides more information on CEER’s 2015 work progamme priorities.


Consumers and retail markets feature strongly in CEER’s 2015 Work Programme

CEER seeks stakeholders’ views on what energy regulators’ priorities should be for the year ahead. The public consultation on CEER’s draft 2015 Work Programme is open until 31 July 2014.

Europe’s energy goals and international affairs feature strongly in CEER’s work
CEER will continue to enhance the capability of its national regulatory authorities (NRAs) to fulfil effectively their responsibilities for achieving a competitive, sustainable and secure energy market in Europe. At the same time, CEER will work with policy makers to help in the development of a sound and sustainable single European energy market, and we will continue our strategic international efforts of regulatory collaboration.

What’s are CEER’s priorities for 2015?
The draft CEER 2015 Work Programme currently has four priority areas:
•   Role of consumers and retails markets
•   Distribution System Operators (DSOs)
•  
new legislative/policy developments
•   international work

CEER will examine the changing role of DSOs, the development of new services offered to consumers, and the encouragement of consumer and retail market competition.

Relationship to the ACER “A Bridge to 2025” paper

The final version of the CEER 2015 Work Programme will also draw from stakeholder input received through the “ACER Bridge to 2025” paper consultation process. CEER contributed heavily to the preparation of the ACER public consultation paper and we will support ACER in issuing a conclusion paper in September 2014.  Actions for CEER resulting from that process will be included into our CEER 2015 Work Programme later this year. We forecast a particular focus of new work on the development of consumer and retail market competition, customer empowerment, new consumer market developments, and the role of distribution network operators (DSOs).
