New ACER-CEER Market Monitoring Report shows gas wholesale market integration continues, modest decrease of average retail prices for households

The first two volumes (gas wholesale and the first part of the retail volumes) of the latest ACER-CEER Annual Report on the Results of Monitoring the Internal Electricity and Natural Gas Markets are now out. Among other findings, the reports indicate that in general the security of supply of the European gas system is high and that in 2017 prices for households in the EU decreased on average for the second year in a row for both electricity and gas.

Gas wholesale markets continue their positive performance in terms of both market functioning and price convergence. However, an EU-wide Internal Gas Market is not a reality yet, as the gap between better functioning markets and those without transparent trading venues continues to widen. Gas network codes are contributing to market functioning in those EU Member States in which gas wholesale markets function well or are improving.

Despite the EU average decrease in energy prices for consumers, the share of the non-contestable component (grid costs, renewables support and taxes) in the retail price continues to increase especially for renewable support. Electricity prices for households in the Energy Community Contracting Parties saw sharp increases in 2017 while those for gas, with the exception of Ukraine, saw a sharp decrease.
