The purpose of CEER Status Review publications is to collect comparable data on RES support in Europe in order to provide policy-makers, regulators and industry participants with information on support schemes for electricity from renewable energy sources, by technology and type of instrument (e.g. Feed-in tariffs, Feed-in premium and Green Certificates).
This document C18-SD-63-03 forms the latest update to the regular CEER Status Review of Renewable Energy Support Schemes in Europe and builds on the previous CEER reports C16-SDE-56-03, C14-SDE-44-03, C12-SDE-33-03 and C10-SDE-19-04a.

This document presents CEER’s conclusions arising from our public consultation on Guidelines of Good Practice for Flexibility Use at Distribution Level. It also contains our reflections on the consultation responses and helpful input received at the CEER’s March 2018 Workshop on Flexibility Use at DSO Level.
The CEER position on our main goals relating to the use of flexibility at distribution level following the public consultation include the following: The regulatory framework for DSOs; enabling the development of a full range of possible flexibility services; treating all sources of flexibility in a non-discriminatory manner; giving DSOs the ability to access and use flexibility services provided by grid users for managing the distribution network; that details on the roles and responsibilities of DSOs should be determined at national level and; that it is pivotal to differentiate between the use of flexibility by market actors and the use of flexibility that benefits the grid by the DSO.

The CEER report presents an analysis of national experiences with tenders for renewable support schemes in Europe and concludes with some practical recommendations. The CEER report shows the transition in Europe from administratively-set support prices for RES towards competitive tendering procedures. This trend is welcomed by CEER as supports set through such procedures tend to be of lower cost, thus benefiting European energy consumers.
