E10-PC-50: Draft GGP on Indicators for Retail Market Monitoring
Following full market opening on 1st July 2007, it is important to monitor the development of the EU energy retail markets. Indicators vary across countries and there is currently no comprehensive approach. Furthermore, ERGEG finds that the duty of European Energy Regulators to monitor the level and effectiveness of market opening and competition at wholesale and retail levels has been significantly strengthened by the 3rd Package .
ERGEG therefore suggests that four areas, covering 19 indicators, be used to monitor the level and effectiveness of market opening and competition. The purpose of the indicators suggested in this report is to provide an informed basis on which all NRAs can evaluate and assess the development and functioning of their retail energy markets, focussing on processes in which a customer interacts with the energy markets.
CEER invites all stakeholders interested in retail market issues to respond to this public consultation, both in general and in relation to the questions in Section 1.3 of the report.
Interested parties are invited to submit comments by 16 June 2010 and these should be sent by e-mail to: retail_monitoring@ergeg.org.
Following the end of the public consultation period, ERGEG will publish all comments and replies to questions received from stakeholders. If a respondent would like ERGEG to treat their contribution with confidentiality then this must be explicitly mentioned in their reply. If possible, confidential information should be provided as a separate annex, so that the main document may be published. Unless marked as confidential, all responses will be published by placing them on the ERGEG website: http://www.ceer.eu.
