How Europe's energy regulators intend to implement the 3rd Package | |
While MEPs and Council brokered a compromise deal on the 3rd Package following informal trialouge negotiations, the energy regulators published their views on how the 3rd Package might be implemented. This Conclusions Paper is the result of an ERGEG public consultation in Autumn 2008 (which included a public heading in December 2008). |

See all dates of Regional Initiatives meetings (RCC, IG, SG) on the ERGEG online Calendar. For example, the next SG meeting of the North-West region is in Paris on 9th June 2009. The upcoming World Forum on Energy Regulation IV is a major priority for European Energy Regulators. Regional Initiatives Update |
The European Energy Regulators' Newsletter presents Quarterly updates of the 7 electricity regions and 3 gas regions. For the months in between these quarterly updates, the activities in one region will be presented in the "Region in the Spotlight" section. For continued information on activities in each region, please consult the Regional Initiatives website and the regions' dedicated subpages. |
The following presents a brief overview of the major activities in the 7 electricity regions for the period October 2008 to February 2009. As regards long term allocations, in the Central West, CASC-CW (the joint company for allocating cross border capacity) began operations with current rules. A single regional set of rules will be in place in Spring 2009 (phase 2). The Single Auction Office (SAO) project for Central-South region was blocked at the stage of the signing of the MoU (due to a disagreement by RTE on the structure of the company and the geographical scope). Regulators have asked TSOs to reconsider the original project for a SAO with a practical step-wise approach. In France-UK-Ireland work continues on the development of a new capacity management system on IFA (interconnection France-UK). The new IFA rules will be finalised soon and should be put into practice in July 2009. Finally, Central-East will proceed to the testing phase for the new flow based auction rules in Q2 2009. |
