Background

2008 ERI Coherence and Convergence Report

The second ERGEG ERI Coherence and Convergence Report gives an overview of the progress made by each electricity Regional Energy Market (REM) and identifies obstacles towards the implementation of congestion management target mechanism encountered by each REM and also on transparency and balancing issues.

Based on this analysis, the cross regional part of the report allows ERGEG to assess the overall coherence and convergence of actions taken or planned at regional level on congestion management (from capacity calculation to intraday allocation), on balancing and on transparency).

ERGEG invites all interested parties to comment on any aspect of this ERGEG Paper. In particular, ERGEG invites comments on:

  1. Progress, obstacles and planned developments on congestion management in each ERI (cf. part 1 of the report and part 6, the synthesis table of progress achieved in the regions):
    • Do you think that the obstacles towards the implementation of congestion management target method within each region have been well identified?
    • If not, could you precise, for each region, which are the main obstacles to overcome?
  2. Cross-regional coordination: assessment of the overall coherence and convergence of actions taken or planned at regional level (cf. part 4 and part 7 of the report):
    • Do you think a review of regional action plans, with all parties involved, specifying solutions to overcome obstacles to reach target congestion management methods could help reducing the gap between regions?
    • Are the action plans proposed to overcome the obstacles and to foster regional market integration well understood and clear enough for all involved parties?
    • Are the priority given to the different projects under development convenient?
    • Which improvements within each region would you like to suggest to foster regional integration?
    • Do you have any suggestions to progress on cross regional coordination?

Following the end of the public consultation period, ERGEG will publish all comments and replies to questions received from stakeholders.

If a respondent would like ERGEG to treat their contribution with confidentiality then this must be explicitly mentioned in their reply. Unless marked as confidential, all responses will be published by placing them on the ERGEG website www.ceer.eu.
