As we reach the end of the first half of 2022, the CEER 2022-2025 strategy "Empowering Consumers for the Energy Transition" is well under way and it feels that our work has never been as vital as today. The major transformation that the energy sector has gone through during the past months has ushered in a new era of uncertainty. CEER remains committed to protecting consumers' energy rights across Europe and beyond while promoting the energy transition. We are also looking forward to participating in the clean energy conversation by co-organising two sessions at the EUSEW 2022 Conference, for which we are also an official partner and contributor.

European and Mediterranean regulators join efforts to accelerate the energy transition
 
Facilitating the energy transition in an equitable way, leaving no one behind, is a guiding principle of CEER's regulatory mission. On 15 June, in Vienna, CEER, the Energy Community Regulatory Board (ECRB) and the Association of Mediterranean Energy Regulators (MEDREG) organised a workshop to address the multiple challenges such as price surge and security of supply concerns and increasing energy poverty that regulators are currently facing. The workshop aimed at maximising the exchange of best practices and experiences, as well as promoting convergence of regulatory practices across the three regions in these sensitive issues.

Important presence of CEER at international conferences
 
On the second day of the Power Summit 2022 – Game Changers conference, CEER President Annegret Groebel (pictured right) served as panellist in the session "Power Talk DSOs – Their role in the grid investment toolbox". CEER Electricity Working Group Chair Christine Materazzi-Wagner (pictured left) took part in the Power Talk on "Climate adaptation: the game plan for resilience". Other CEER speakers at recent external events include: Secretary General Charles Esser presented at the SPARK conference on 21 June and European Policy Unit Vice Chair Chiara Petruzzo presented at the EFELA webinar on ETS, Renewables and Energy Efficiency on 22 June. 
 
CEER webinar sheds light on Dynamic Regulation
 
How can dynamic regulation stimulate innovation? Why is it important to discuss dynamic regulation in the current context of the energy market? And what exactly does dynamic regulation stand for? To shed light on these questions, CEER brought together three panellists, Chair of the CEER Regulatory Benchmarking Workstream Nadia Horstmann, OECD Senior Policy Analyst Miguel Amaral, and member of CEER Distribution Systems Working Group Luca Lo Schiavo.

Consumers and industry experience barriers to shift to renewables and drive the energy transition. CEER, BEUC, ANEC and SolarPower Europe will discuss concrete solutions and where further EU action is needed.
 
EUSEW 2022: The potential of renewable gases to support the energy transition and guarantee security of supply
Brussels, Belgium, 29 September - 14:00‐ 15:30 CET
CEER, IRENA, FSR, FEL Portugal and CERRE will discuss the transformational potential renewable gases, such as green hydrogen and biomethane, have in the medium run for our energy system as well as the infrastructure and market structures that are required. 
 
Publications
  • CEER Report on Liquefied Natural Gas Small-Scale Services in the European Union

    LNG small-scale services allow naturals gas to reach areas where it would otherwise be impossible to supply this energy source. This paper published on 29 June reports on the availability of these services as well as on the access conditions, congestion management procedures and tariffs related to the services provided in European LNG terminals.

    In order for the energy transition to be successful, an electricity-only approach will not be sufficient. It will have to go hand in hand with the integration of renewable and low-carbon gases, including hydrogen, into Europe’s energy mix. Read CEER's views on how regulators can help support the deployment of hydrogen in our energy markets, with the aim of advancing toward decarbonisation targets and addressing emerging challenges.

The Conference will be held under the overarching theme “Accelerating the clean energy transition through investments into renewable energy” from 26-28 October in Tbilisi, Georgia. It will gather decision-makers, regulators, investors, and experts in green energy to catalyse investments for the acceleration of the clean energy in response to the global ambition of achieving the goals of the Paris Agreement.

Delegation from Turkey and CEER exchange on renewable gases 
On 3 June, a delegation from Turkey's GAZBIR Natural Gas Distribution Companies Association of Turkey and Energy Market Regulatory Authority (EMRA) visited the CEER secretariat to exchange on legislation developments on renewable gases in Europe – including hydrogen and biomethane.
 
CEER Secretariat welcomes students from Irish College Leuven 
A group of about 30 master’s degree students from Irish College Leuven visited CEER on 16 June to learn more about CEER as part of their study tour of Brussels.
