This month, CEER has been highly active in sharing best practices across borders with a string of activities and workshops in the Eastern Partnership countries as well as in the Mediterranean region. Together with the EU Agency for the Cooperation on Energy Regulators (ACER), we also published the European Gas Market Trends and Price Drivers Volume of our flagship Market Monitoring Report (MMR). Energy poverty was high on our list as we renewed our commitment to the well-being of vulnerable consumers this winter. Finally, we’re very excited to announce that registration is open for the CEER Annual Conference, where we’ll discuss long-term challenges of the electricity market design reform proposal. Last year, we explored Electricity Market Design (EMD) before it even became a proposal. This year, we’re taking it a step further by exploring long-term challenges that go beyond the EMD reform proposal.

High-level speakers from energy regulators, European institutions, industry associations, consumer organisations, and others will be joining the discussions on the latest advancements, challenges, and opportunities in the developing decarbonised and low-carbon gas markets.

Fifth Trilateral CEER-ECRB-MEDREG Workshop
On 4 October, in Milan, MEDREG hosted the fifth edition of the annual Trilateral Workshop organised with CEER and ECRB.  CEER Vice President Jana Haasová chaired the session on Electricity Market Design, which addressed the central tenets of the EU's proposal as well as its opportunities/limitations, while also highlighting the need for higher consumer protection.
 
Joint Declaration on Enhanced Consumer Protection
On 23 October, CEER, represented by Vice President Koen Locquet, along with European consumer organisations, regulators, distributors, and energy suppliers, renewed the Joint Declaration on Enhanced Consumer Protection to ensure the well-being of European consumers during the upcoming winter. The declaration, initially signed last December, calls for the implementation of support measures to shield consumers.

Revised CEER 2023 International Strategy

The renewed CEER International Strategy presents CEER’s approach to global collaboration in energy regulation. It outlines the strategic objectives that will guide our responses to international policy and regulatory changes while collaborating with new regulators and networks.

ACER-CEER European Gas Market Trends and Price Drivers Volume of the Market Monitoring Report (MMR)

This report provides an overview of the latest developments in European gas markets and examines the drivers of the gas price spikes in summer 2022. Also, The report draws some recommendations for the future around the EU gas markets’ future resilience factors.

Roundtable Discussion at the Ministry of Territorial Administration and Infrastructure of Armenia
On 2-3 October, EU4Energy experts met with the Ministry of Territorial Administration and Infrastructure of Armenia. Discussions were centred around the regulatory framework governing Armenia's heating sector, with an eye on identifying areas that can be improved, and the changes that must be made to enhance efficiency and sustainability. Experts provided valuable insights into the EU heating sector strategies and shared best practices.
 
 
Autumn Digital EU4Energy Week
 
From 2-6 October 2023, the EU4Energy Programme Phase II held its third edition of the Autumn Digital EU4Energy Week for Eastern Partnership (EaP) Universities. The event focused on empowering youth and provided participants with insights and contacts to help them shape the energy sector in their respective countries.
Students met with EU4Energy experts from various organisations such as CEER, the International Energy Agency (IEA), the Energy Community Secretariat (EnCS), and the EU4Environment – Water and Data programme.

Rashid Huseynov, a computer science student from the French-Azerbaijani University emerged as the winner of the Week’s quiz and will attend a CEER training of his choice in Brussels.

 
 
CEER Hosts the EU4Energy Regional Training on International Relations and Project Management
On 11 October, CEER hosted a capacity building training on international relations and project management for energy policy leaders from Armenia, Azerbaijan, Georgia, the Republic of Moldova, and Ukraine. Participants explored EU policy and assistance instruments available in the EaP countries and interacted with officials from the European Commission’s Directorate General for Neighbourhood Policy and Enlargement and Energy (DG NEAR), while also focusing on fostering regional cooperation.

Joint Project Steering Committee Meeting
 
On 13 October, the EU4Energy Joint Project Steering Committee Meeting was held at the CEER Secretariat in Brussels to discuss the 2023 implementation summaries and plans for 2024 EU4Energy projects in the EaP countries. Participants included representatives from the Energy Community Secretariat, IEA, DG NEAR, as well as representatives of the project beneficiaries.
 
Meetings with Azerbaijani authorities
 
CEER experts conducted a series of meetings with Azerbaijani authorities over two weeks starting on 17 October at the Ministry of Energy of Azerbaijan and the Azerbaijan Energy Regulatory Agency, with the aim to share experience on EU requirements and best practices in the energy sector.

In the Pipeline
Joint ACER-CEER study of the impact of EU and national gas storage regulations
 
On 19 October, the EU Agency for the Cooperation of Energy Regulators (ACER) published the first report of a study undertaken jointly with CEER on the impact of EU and national gas storage regulations. As a next step, CEER has started the second part of the study on storage burden-sharing mechanisms and identification of best practices and recommendations to enhance the efficiency of storage filling obligations.

Our training programmes focus on the current challenges that energy regulators are facing, covering the latest developments and new frameworks in the energy sector.
 
CEER-EFET Training on European Wholesale Electricity and Gas Market Trading
The course will cover:
  • Electricity markets: clear understanding of price formation and trading in short and forward timeframes in the wholesale electricity market;
  • Gas markets: trading in the wholesale gas market, including LNG transactions and challenges; and
  • Trading simulations: a hands-on experience of energy trading.
