Autumn activities have kicked off nicely with the publication of three CEER reports, including the ACER-CEER Energy Retail and Consumer Protection Volume of the Market Monitoring Report (MMR). We have also organised two online events, one jointly with ACER to present the MMR and another to gather feedback on the CEER-ECRB 7thBenchmarking Report on Quality of Supply. Finally, we are happy to announce that we have set the date for the 2023 CEER Annual Conference! More information will be provided soon. In the meantime, make sure you save the date on 30 November!

Stakeholders confirm many of CEER 7thBenchmarking Report recommendations

On 15 September, CEER and the Energy Community Regulatory Board (ECRB) held a second webinar to gather feedback on the 7thBenchmarking Report on the Quality of Electricity and Gas Supply.
Participating stakeholders confirmed many of the recommendations in the report and adding it is helping them consider how to improve quality of supply. Representatives of CEDEC, ENTSO-E gave feedback from the DSO and TSO perspectives and commented that continuity and quality of supply is an area of cooperation between system operators. The EU DSO Entity said that a key take away is the need to educate consumers on voltage issues to minimise risks and to help them take more informed decisions. CEER Distribution Systems WG Chair Veli-Pekka Saajo gave the webinar introduction and CEER Deputy Secretary General Martina Schusterová gave the closing.
The 7.1 update of the report is planned to be released in early 2025.
ACER-CEER Webinar on Consumer/Retail Market Monitoring Report 2023
On 14 September, CEER and the EU Agency for the Cooperation of Energy Regulators (ACER) held a webinar on their 2023 Market Monitoring Report – Energy Retail and Consumer Protection Volume.
Jana Haasová, CEER Vice President, opened the webinar highlighting the key take-aways from the report. Closing the webinar, Natalie McCoy, Customers and Retail Markets Working Group Co-Chair, said that more data is required to support sustainable and nation-wide solutions.
CEER and ACER published the Energy Retail and Consumer Protection Volume of 2023 Market Monitoring Report (MMR). The report provides a series of recommendations, including a list of possible targeted support measures that Member States could opt for in the future. Download the report
The document puts forward a set of 11 recommendations for better marketing practices related to green energy contracts, also considering the relationship between the primary green disclosure system used in the industry (Guarantees of Origin) and renewable energy support schemes. Download the report
The publication collects comparable data on support for electricity from RES in Europe by technology and type of instrument. It provides policymakers, regulators and industry participants with key information to inform and improve future support scheme designs, thereby reducing costs for consumers. Download the report

CEER at the first High-Level Electricity Grids Forum
On 7 September, CEER President Annegret Groebel participated in the first High-Level Electricity Grids Forum hosted by ENTSO-E under the patronage of the European Commission. The discussions focused on raising awareness about the grids’ crucial role in accelerating the energy transition and providing targeted input into the ongoing EU-level policy discussions. Speaking at the session “How can regulation best incentivise the efficient deployment of grid capacity,” developed in collaboration with CEER and ACER, Ms Groebel noted that one of the most important incentives for investment is a predictable regulatory framework.
CEER President at the IRENA Innovation Week 2023
On 25 September, CEER President Annegret Groebel participated in International Renewable Energy Agency (IRENA) Innovation Week 2023 in Bonn, Germany. Ms Groebel gave regulators’ perspective at the session focusing on “Power Systems of the Future: Infrastructure Requirements for Widespread Electrification.”

The course will cover:
