CEER-FSR Joint Training Course: Introduction to Fundamental's of Energy Regulation

Course Overview

The Council of European Energy Regulators (CEER) and the Florence School of Regulation (FSR) are delighted to announce a unique joint course called "Introduction to Fundamentals of Energy Regulation", to be held in the CEER's office in Brussels on 6-10 March 2017. This CEER-FSR course is focused on explaining the fundamentals of EU energy policy and regulation, building on similar successful courses held in previous years. The course, which is Level A - Overview course, is ideally suited for newer staff members within National Regulatory Authorities (NRAs).    

The course is co-directed by Koen Locquet, Director of CREG Administrative Affairs and Ilaria Conti, FSR Energy Policy Coordinator. It comprises of two standalone - but related - modules, as follows: 

- Module 1: "EU Energy Regulatory Framework and Policy", 3 days, from Monday 6th to Wednesday 8th March; and,

- Module 2: "European Electricity and Gas Market Regulation", 2 days, from Thursday 9th to Friday 10th March inclusive.

Attendance at both modules is recommended, though they are designed such that participants can gain value by attending just one module if they wish. 

Course structure:

The CEER-FSR course will comprehensively explain the key aspects of EU electricity and gas regulation, both theory and practice, across the energy cost chain from wholesale markets through to networks and retail issues. Attendees will be provided with a clear understanding of the economic and legal frameworks that have developed in European energy regulation, including an explanation of the main institutions and participants involved. 

The course brings together the FSR’s rigorous academic understanding of regulatory principles along with senior regulatory practical knowledge and expertise. By combining academic groundings and practical on-the-job regulatory experience, the course seeks to build the operational understanding, capacity and tools for newer NRA staff members, which they can then apply in their work.  

Each day of the course will be composed of two sessions of circa three hours each. Each session will involve two speakers: the first speaker will cover the main principles and the second will focus on practices. Each speaker will deliver a presentation, followed by a Q&A session, aiding interaction and understanding among course attendees. In addition, the last day of Module 1 includes a field trip, providing participants the opportunity to learn of the need for pan-European TSO operational coordination and infrastructure (including IT systems) to perform operational coordination activities – Module 2 participants may attend this field trip also.

Module 1 (3 days, 6-8 March): EU Energy Regulatory Framework and Policy:

    • EU energy regulation and energy policy: the landscape 
    • EU energy regulation and energy policy: the institutions, actors and forms of cooperation
    • Introduction to the European legal framework for energy: logic and dynamics 
    • Retail markets and customer protection

Visit to a TSO regional operational coordination centre in Brussels (8 March). Both participants of Module 1 and Module 2 can participate in this field trip.

Module 2 (2 days, 9-10 March): European Electricity and Gas Market Regulation:

   • Electricity markets, European electricity wholesale market design and the role of regulators 
   • Gas markets, European gas wholesale market design and the role of regulators 

   • Electricity grids, gas grids and regulation of natural electricity and gas monopolies

Course Fee

This course is designed for junior staff from National Regulatory Authorities. Previous knowledge about European energy regulation is not required.

It is open to staff of National Regulatory Authorities. Participants from European Institutions (ACER, European Commission) are also welcome to attend. Priority is given to CEER members.

The registration fee for CEER Members and Observers:
Module 1 and Module 2: €2,400 (or 5 training credits).
Module 1: €1,440 (or 3 training credits).
Module 2: €960 (or 2 training credits).

The registration fee for other National Regulatory Authorities:
Module 1 and Module 2: €3,000.
Module 1: €1,800.
Module 2: €1,200.

The registration fee covers:
   • Course attendance
   • Visit to a TSO regional operational coordination centre in Brussels 
   • Access to the accompanied online platform during the course
   • Certificate of attendance
   • Coffee breaks & lunches
   • Group dinner (Module 1) 
 
Cancellation policy:

- Should you be unable to attend, a substitute delegate is welcome at no extra charge.

- No course fee will be applied if written cancellation requests are received at least 2 weeks before the first day of the course. Full course fees will be applied for cancellation requests received after this deadline.

Scholarships

Two scholarships of 50% fee reduction are offered to two participants from CEER members and observers for attending this course. The scholarships are offered based on the principle of helping those facing budget constraints to reduce the costs of sending their staff to CEER training courses.

The eligible NRAs for CEER's Training Scholarships are those from countries whose GDP per capita falls below the 90% threshold of the EU-28's GDP per capita (according to the Eurostat official data: http://ec.europa.eu/eurostat/tgm/table.do?tab=table&init=1&plugin=1&pcode=tec00114&language=en).

Participants from the qualified NRAs are invited to apply for the two training scholarships for this course by indicating this in the online registration form in the tab "Registration". When the registration is closed, the two selected participants will be notified whether they get the scholarships. If more than two individuals apply for the scholarships, only two participants from the qualified NRAs with the lowest percentage from the Eurostat figures are chosen. An eligible NRA can benefit from maximum 2 scholarships per year.
