Energy infrastructure development is an essential element of the European Union's strategy for completing the internal energy market, integrating renewables and ensuring security of energy supply. Regulation (EU) No 347/2013 (commonly known as TEN-E Regulation) sets out a legislative framework for infrastructure planning and project implementation at EU level. Projects of Common Interest (PCIs) are the most important hardware links and provide a significant contribution to the objectives of European energy policy. Within this framework, projects included in the Union list of PCIs benefit from accelerated and streamlined permit granting procedures, an improved regulatory regime and - where appropriate - may obtain financial support under the Connecting Europe Facility (CEF). The recent consolidated report on the progress of electricity and gas projects of common interest for the year 2015 published by the Agency for the Cooperation of Energy Regulators (ACER) shows limited progress in PCI implementation.

Experts from National Regulatory Authorities (NRAs) who want to get an overview of the fundamentals of TEN-E Regulation and the PCI process in practice.    

Programme overview:

  • Explore the fundamentals of TEN-E Regulation, monitoring issues, timely implementation of permit granting processes, public participation and cross-border coordination cases for national authorities
  • Review the fundamentals and recent developments of the methodology applied for establishing the PCI lists and PCI experiences  
  • Discuss the financing framework of PCIs according to TEN-E Regulation, including CEF
  • Explore the rules and guidance for Cross-Border Cost Allocation (CBCA) and learn from practical case studies on NRAs bilateral CBCA decisions
  • Assess the collateral issues such as risk-related incentives for PCIs and exchange views on the highlights of the Energy Infrastructure Package (EIP)

Two scholarships of 50% fee reduction are offered to participants from CEER members and observers. Please check the conditions about scholarships in the tab "Course Fee".

Course Fee

- CEER members and observers: €960 (or 2 training credits)

- CEER non-members: €1,200  

Course fee includes lunches, coffee breaks during the course and one drink reception, not including travel and accommodation costs. 


This course is only open to participants from National Regulatory Authorities. Priority is given to CEER members. 

Cancellation policy:

- Should you be unable to attend, a substitute delegate is welcome at no extra charge.

- No course fee will be applied if written cancellation requests are received at least 3 working days before the first day of the course. Full course fees will be applied for cancellation requests received after this deadline.

Scholarships

CEER offers two scholarships of 50% fee reduction to two participants from CEER members and observers for attending this course. The scholarships are offered based on the principle of helping those facing budget constraints to reduce the costs of sending their staff to CEER training courses.

The eligible NRAs for CEER Training Scholarships are those from countries whose GDP per capita falls below the 90% threshold of the EU-28's GDP per capita (according to the Eurostat official data: http://ec.europa.eu/eurostat/tgm/table.do?tab=table&init=1&plugin=1&pcode=tec00114&language=en).

Participants from the qualified NRAs are invited to apply for the two CEER Training Scholarships for this course by indicating this in the online registration form in the tab "Registration". When the registration is closed, the two selected participants will be notified whether they get the scholarships. If more than two individuals apply for the scholarships, only two participants from the qualifed NRAs with the lowest percentage from the Eurostat figures are chosen. An eligible NRA can benefit from maximum 2 scholarships per year.
