Programme overview:

  • Examine the principles of network incentive regulation in the context of significant developments impacting on the energy network such as innovation, flexibility and digitalisation.
  • Explore specific case studies on how to design the incentive schemes at the transmission and distribution level and how to switch from cost plus to incentive-based regulation.
  • Discuss the regulatory frameworks and tools for regulators to support innovation in electricity and gas transmission infrastructure.
  • Discover the practical examples on how to use regulatory sandboxes to support innovation in the energy sector.
  • Participate in exciting discussions and group work on incentive regulation and incentive schemes in Europe and how they work in practice.

The Florence School of Regulation (FSR) and the Council of European Energy Regulators (CEER) are proud to announce the 7th edition of our joint course "Introduction to Fundamentals of Energy Regulation". This year the course will be held online on 20-29 April 2021. The course will also include an "offline" week (12-16 April 2021) for participants to familiarise with the online platform and the preparatory material for the course. The CEER-FSR course is focused on explaining the fundamentals of EU energy policy and regulation, building on similar successful courses held in previous years.

The course is ideally suited for newer staff members within National Regulatory Authorities (NRAs), European Institutions and other public authorities.

The course comprises of two related modules and an offline preparation week with expected preparation time of approximately 4 hours. Attendance at both modules is highly recommended, though they are designed such that participants can gain value by attending just one of the modules if they wish.

  • Module 1: "EU Energy Regulatory Framework and Policy".
  • Module 2: "European Electricity and Gas Market Regulation".
