Summer has been exciting and productive for CEER. First our representatives carried out various activities and training sessions with the Eastern Partnership countries through our EU4Energy programme. CEER members then joined energy regulators from all corners of the globe at the WFER VIII in Peru to share their expertise on crucial regulatory matters. Throughout July and August, we also released four publications, including our report on electric vehicles and the biannual “What Regulators Stood For” paper. Two upcoming webinars are scheduled which will revolve around our flagship reports, namely the Market Monitoring Report and the 7th Benchmarking Report on Quality of Supply. We look forward to welcoming energy stakeholders to these informative and forward-looking sessions to kick off the month of September. Finally, we have two trainings open to the public this autumn, including one on “Regulation of Energy Communities and New Business Models in the Energy Sector”. Register now!

CEER at the 8th World Forum on Energy Regulation
The 8thWorld Forum on Energy Regulation (WFER VIII) took place in Lima, Peru from 22-25 August. This year, key players in the energy industry, high-level decision-makers, academics, and regulators came together to discuss energy regulation under the overarching theme “The Energy Transformation Challenge: competitiveness and sustainability of energy markets, opportunities and achievements”.
CEER representatives were actively involved and contributed to trainings and various panel discussion sessions hosted at WFER VIII. On the opening day, President Annegret Groebel and Vice President Pedro Verdelho contributed to the training sessions on “The independence of regulatory authorities” and “Market integration of renewable energies” respectively. During the following days, CEER representatives presented and shared their expertise on various sessions tackling topics such as innovation, disruptive technologies, empowering consumers, energy poverty, cross-border integration, electric vehicles and the energy transition.
As the WFER unfolded, CEER President Annegret Groebel was re-elected for a second term as Vice Chair of the International Confederation of Energy Regulators (ICER). Another important election took place in Lima for the two new Vice Chairs for the ICER Women in Energy (WIE) initiative. The WIE leadership now consists of Chair Andrea Lenauer (E-Control) and Vice Chairs Erin Hammel (NARUC) and Nadia Horstmann (BNetzA).
Finally, the host of the WFER IX was confirmed. We look forward to the World Forum taking place in Tbilisi, Georgia in 2026.
CEER presents report on electro mobility at EV Charging Infrastructure UK 2023 event
On 8 August, Guillaume Bullier (CRE) presented CEER’s newly released report on electromobility at the EV Charging Infrastructure UK 2023. The event addressed key topics such as charging infrastructure, industry forecasts, policies and plans for cities and network development, upcoming regulations, and industry standards for developing intelligent infrastructures.
The paper offers a summary of where energy regulators’ priorities and focus were in the first half of 2023 and points to key trends that emerged during that period. The aim is to provide an overview of our work but also to encourage readers to look into some of our recent reports more closely. Download the report.

Training for public relations specialists from ministries and NRAs
On 13-14 July, CEER welcomed public relations specialists from ministries and energy national regulatory authorities, as well as journalists working on energy-related topics from the Eastern Partnership countries to a two-day training in Batumi, Georgia. Read the press release.
Regional training on energy markets for Eastern Partnership Countries
On 27 July, CEER and the Energy Community Secretariat welcomed parliamentary employees from Armenia, Azerbaijan, Georgia, the Republic of Moldova, and Ukraine to enhance their knowledge of structured electricity and gas markets within the European Union. Read more about the EU4Energy programme.
English training courses for high-level officials in Armenia
on 21 August, CEER organised English language trainings for high-level officials of the Public Services Regulatory Commission in Armenia, conducted by the British Council Armenia. The aim of the training was to improve participants’ English language capacities. Participants also received a certificate for completing the 60-hour training.
Ozzy the Hamster do-it-yourself kit
This DIY kit allows the user to learn about more practical applications of knowledge shared by Ozzy. The Ozzy the Hamster campaign (part of EU4Energy’s focus on youth) focuses on increasing the younger generations’ understanding of renewable energy sources and the importance of using clean energy for the future of our planet. CEER summer campaign
This summer, CEER invited its experts to briefly talk about the reports that were published during the first half of 2023.
