This month, as the European Commission (EC) released its REPowerEU plan, CEER maintained its focus on the EC's H2 and Decarbonised Gas package legislative proposals with the organisation of the ACER-CEER webinar dedicated to gas storage and security of supply and a soon-to-be published short reaction to the package's proposals. Further work on European network grids involved a public consultation and related workshop on amendments to the EU’s Grid Connection NCs. CEER remains committed to provide input to key European energy topics and will continue to assess the EC's proposals and work to ensure that regulators’ views are heard and that the consumer's interest is protected.

Gas storage webinar draws strong interest from stakeholders
 
More than 400 participants tuned in on 17 May to listen to experts from EU Agency for the Cooperation of Energy Regulators (ACER), CEER, DG ENER, the European Federation of Energy Traders (EFET), Gas Infrastructure Europe (GIE) and the Florence School of Regulation. Discussions addressed the challenges related to filling storage facilities for next winter and preparations to guarantee security of gas supply in the context of the war in Ukraine.

ACER-CEER launch consultation, paper and webinar on GC NCs
 
CEER and the EU Agency for the Cooperation of Energy Regulators (ACER) hosted a public workshop on 25 May to present their joint public consultation paper on the European Grid Connection Network Codes (GC NCs). The webinar served to present the ongoing work for scoping the amendments and to seek input from stakeholders to define main areas to consider when amending the GC NCs. The public consultation is open until 10 June.

Events

CEER will be co-organising two sessions at the EUSEW 2022 Policy Conference on the topics of decarbonisation, renewables, and ensuring a fair energy transition for consumers. Specific details will be released in mid-June.

EUSEW is the biggest conference dedicated to renewables and efficient energy use in Europe. CEER is an official partner of this year’s edition, which will be held in a hybrid format from 19-23 September amid unprecedented political attention due to current events.

  • CEER Paper on Regulatory Sandboxes in Incentive Regulation 25 May
    This paper seeks to provide clarity and a framework for the different tools (including sandboxes) that energy national regulatory authorities NRAs can use to facilitate innovation in the context of incentive regulation for grid operators. The paper also examines the use of “derogations” provided by NRAs as these are a closely related concept to regulatory sandboxes, with similar purposes. 
 
International
South Asian delegation and CEER exchange on NRAs' good practices
The CEER Secretariat welcomed a South Asian delegation of energy authorities on 11 May as part of their tour across the EU for “Advancing Energy Security through Renewable Energy Integration and Regional Power Markets” with the United States Energy Association (USEA) and US Agency for International Development (USAID). An introduction to CEER’s purpose and objectives was followed by rich exchanges on good practices, renewable energy integration and market-specific challenges in the EU. 
 
It is expected that the concentration of the population living in urban areas will grow dramatically and will reach two thirds of the global population, consuming around 70% of the world’s energy and emitting an equal amount of greenhouse gases. The workshop served as a platform for knowledge and experience sharing between European and Azerbaijani experts. Participants followed recent discussions on the development of energy communities with an emphasis on EU requirements, feasibility, obstacles, and solutions. Read more 
 
Students in Tbilisi, Georgia, were introduced to Ozzy the Hamster and his energy saving tips. Ozzy is the main character of the new "Light Bulb" comic which is at the centre of EU4Energy and EU Neighbours East's recent campaign raising awareness among youth on energy efficiency and the clean energy transition. CEER carries out hybrid training for African regulators in Nairobi
 
From 2 to 6 May, 20 participants from five member states of the Regional Association of Energy Regulators for Eastern and Southern Africa (RAERESA) met in Nairob, Kenyai for a joint five-day tailor-made francophone course on “Fundamental Principles of Energy Regulation”. The course marked the reopening of hybrid trainings jointly organised by the CEER Training Academy and RAERESA and incorporated the final two modules of the course mentioned in the December 2021 CEER Newsletter.
