This CEER tailor-made 1-day course addresses the emerging and changing roles of DSOs, their potential new activities and how regulators deal with these changes to ensure market-based solutions and optimal and future-proof regulatory framework for DSOs. It includes how the cooperation between DSOs and TSOs has evolved and will evolve and the regulators' role in ensuring the proper governance framework and arrangement to facilitate effective coordination for network planning and system operation, including enabling flexibility. Practical experience to ensure the proper governance of how DSOs and TSOs interact and engage in network planning and system operation, balance between European and national regulation, local specificities and a whole-system approach will be presented and discussed.

This course is offered as Module 2 of the Series on REMIT Implementation - Level B: Specialised Course. It is designed for NRA staff who already have some experience in REMIT implementation and market monitoring but want to enhance their expertise and knowledge in order to carry out the new demanding tasks required under REMIT. The programme will cover the recent update on REMIT implementation at the European level and the data reporting requirements according to REMIT. It will address the interactions between REMIT and financial market legislation, including market abuse behaviours and anti-trust enforcement. It will include practical surveillance and investigation cases, using enforcement powers carried out by national regulators.

NRA experts who register for this course will be granted free access to the online Energy Markets Training Programme of the European Federation of Energy Traders (EFET).

The Council of European Energy Regulators (CEER) in collaboration with the European Federation of Energy Traders (EFET) is delighted to organise a unique one-day introduction to “Energy Trading and the European Wholesale Electricity Market” in CEER’s office on 29 November 2018. This course is ideally suited for staff of National Regulatory Authorities (NRAs) but representatives from other organisations are welcome to join. The course seeks to enhance the understanding of NRA staff about how energy trading is conducted and their knowledge of how traders handle their risks and opportunities by means of periodic transactions in the electricity market. Course lecturers will explain key aspects of trading in the wholesale electricity market based on their own operational, commercial and professional experience (rather than from an academic point of view). They include senior and high-level experts from EFET and their member companies.
