This two-day course is designed as Module 1 of the Series on REMIT Implementation. It is ideally suited for NRA new staff who have started working with REMIT implementation and market monitoring. The programme will provide general knowledge and tools for NRA staff to carry out the new demanding tasks required under REMIT. Other experts from European Institutions (ACER, European Commission) and financial regulators are also invited to attend.

NRA participants registering for this training will be granted free access to the online Energy Markets Training Programme of the European Federation of Energy Traders (EFET).

The EU’s Electricity and Gas Directives and related legislation, adopted in 2009 and collectively known as the “3rd Package”, introduced a set of rules relating to the organisation and functioning of the European electricity and gas sectors. The energy regulatory processes have been and will continue to evolve with the European Commission's “Clean Energy Package” proposals published in November 2016. One of the aims of the new legislative proposals is to set the governance rules for the Energy Union. What is proposed in the European Commission's new legislative proposals and what might they change? This CEER Specialised Legal Training will provide a state of play of the Clean Energy Package and address the evolving regulatory challenges for National Regulatory Authorities (NRAs) at the European, regional and national level. The challenges regarding the European decision-making processes, the implementation of Network Codes / Guidelines, as well as other challenges in the implementation of the security of supply in electricity and gas regulations and of the General Data Protection Regulation (GDPR) will be discussed.

The Council of European Energy Regulators (CEER) and the Florence School of Regulation (FSR) are delighted to announce a unique joint course called "Introduction to Fundamentals of Energy Regulation", to be held in the CEER's office in Brussels on 12-16 March 2018. This CEER-FSR course is focused on explaining the fundamentals of EU energy policy and regulation, building on similar successful courses held in previous years. The course, which is Level A - Overview course, is ideally suited for newer NRA staff members. The course is co-directed by Koen Locquet, Director of CREG Administrative Affairs and Ilaria Conti, FSR Energy Policy Coordinator and advised by Jean-Michel Glachant, FSR Director and Margot Loudon, Member of CEER Training Academy Advisory Board. It comprises of two standalone - but related - modules, as follows: 

- Module 1: "EU Energy Regulatory Framework and Policy", 3 days, from Monday 12th to Wednesday 14th March; and,

- Module 2: "European Electricity and Gas Market Regulation", 2 days, from Thursday 15th to Friday 16th March inclusive.

Attendance at both modules is recommended, though they are designed such that participants can gain value by attending just one module if they wish.
