National Regulatory Authorities (NRAs) have the duties to exercise monitoring activities of the wholesale and retail electricity and gas markets. These duties include monitoring the level of transparency of wholesale and retail prices, the level and effectiveness of market opening and competition at wholesale and retail levels to the benefits of all energy consumers. This CEER two-day course will provide NRA staff with insights into the aims and features, methodologies and approaches in wholesale and retail market monitoring from other countries as well as exchange of best practices and experiences with colleagues from other NRAs.

With all the Electricity Network Codes and Guidelines adopted, energy regulators have to deal with the challenges related to their implementation in order to meet the deadlines for a quick and efficient harmonisation of the European Electricity Markets. This tailored-made 2-day CEER training programme will cover the EU regulatory and governance framework, with particular reference to Connection Network Codes, Electricity Balancing Guideline, System Operation Guideline, Forward Capacity Allocation Guideline and Capacity Allocation and Congestion Management Guideline. Through the 2-day CEER course, participants will focus on processes, obstacles, best practices, cases studies and lessons learned from the on-going implementation phase of the Network Codes and Guidelines. A visit to CORESO, a historical Regional Security Coordinator in Brussels, will complement the programme.

Course Director: Mr Cristian Lanfranconi, ARERA
