E07-PC-24: Principles of gas tariff calculation
Regulation 1775/2005/EC calls for convergence of tariffs structures and charging principles where different TPA tariffs may result in a restriction of market liquidity or a distortion of cross border trade. In order to provide TSOs and NRAs with some guidance ERGEG (consultation paper) has prepared the Principles on Calculating Tariffs for Access to Gas Transmission Networks.This Paper (published on 26th November 2007 has been drafted taking into account the results of ERGEG 2006 public consultation on Transmission Pricing (for Transit) and how it interacts with Entry-Exit Systems, which recommended developing guidelines for calculating transmission tariffs.
The set of principles established in this Consultation Paper seeks cost reflective, transparent and non-discriminatory TPA tariffs and it addresses the following issues: costs principles; tariffs principles; incentives for new infrastructure; and the criteria for assessing pipe -to- pipe competition.
ERGEG requests stakeholder views on the adequacy of tariff principles and incentives for new infrastructure established in this Consultation Paper. In addition, ERGEG asks for stakeholders to outline other tariffs and cost principles in place and outline further incentive concepts for new infrastructure.
ERGEG invites all interested parties to comment on the understanding and issues raised in this paper. Any comments should be received by 18th January 2008 and should be sent by email to: gastariffs@ergeg.org
Following the end of the public consultation period, ERGEG will publish all comments received from stakeholders. Any respondents wishing ERGEG to treat its contribution as confidential should clearly state this in their reply and endeavor to give any confidential material in annexes that can be separated from publishable non-confidential material.
