CEER Women in Energy Initiative

Promoting Gender Equity. Advancing the Energy Transition.

Since 2023, the Council of European Energy Regulators (CEER) has taken a firm and proactive stance in promoting gender equality across the energy sector. CEER’s Strategy 2026–2029 underlines the importance of empowering and supporting National Regulatory Authorities (NRAs) in addressing common challenges, including through initiatives that promote the role and representation of women in the energy sector.

Whether as regulators, innovators, policymakers, or consumers, women play a vital role in shaping the future of energy. A more diverse and inclusive energy workforce leads to better decision-making, stronger leadership, and more resilient organisations. The presence of women in both operational and leadership roles is directly linked to improved outcomes across the sector.

Despite progress, significant gender imbalances remain in the energy sector, particularly in leadership, technical roles, and decision-making spaces.

That’s why CEER launched the Women in Energy Initiative: a dynamic platform that fosters connection, dialogue, and empowerment. While it champions women, it is inclusive by design, open to all who share the goal of a more equitable energy future.

History & Milestones

2023 – Building the Foundation 

  • Internal review of gender policies across CEER members
  • Active cooperation with ICER Women in Energy (WIE) on mentoring and peer reviews
  • CEER joins the European Commission’s Equality Platform
  • Joint efforts by the CEER Secretariat and ICER WIE Co-Chairs
  • Development of two questionnaires for National Regulatory Authorities (NRAs) on women’s empowerment

2024 – Progress & Visibility 

  • First Gender Equality overview session
  • Hosted a “Women’s Breakfast” in collaboration with the EU Commission’s Equality Platform
  • Second report published, tracking progress and identifying next steps

2025 – Strategy & Action

  • Gender equality and women’s empowerment embedded in the CEER Strategy 2026–2029
  • New CEER “Women’s Breakfast” as a full day event and dedicated training sessions: CEER Women in Energy Away Day (Breakfast + Training) on the 15th October 2025
  • 12 Ambassadors among CEER Members supporting the initiative
  • Launch of the CEER Women in Energy Initiative Logo and the CEER Gender Equality Women in Energy Charter

Our Commitment

The CEER Women in Energy Initiative focuses on concrete action to: 

  • Ensure equal opportunities and fair treatment across the sector 
  • Promote leadership development and enhance visibility for women 
  • Address structural barriers, including work-life balance, caregiving responsibilities, and access to mentorship
  • Encourage diverse perspectives to create smarter, more sustainable energy solutions 

We advocate for: 

  • The implementation of gender equality policies across public and private energy organisations 
  • A workplace culture that actively challenges bias and fosters safety, respect, and empowerment 
  • Networking, mentoring, and role model opportunities to support professional growth 
  • Flexible work arrangements that help everyone reach their full potential

CEER Gender Equality Women in Energy Charter 

CEER Women in Energy Initiative Energy launched the CEER Gender Equality Women in Energy Charter for organisations to engage in ensuring equal opportunities, fair representation and safe and inclusive working environments 

At CEER, we believe that enhancing gender balance in the energy sector is not only the right thing to do; it’s the smart thing to do. A just, inclusive, and diverse energy sector is essential for building a resilient and sustainable future.
