Strengthening regulatory frameworks and market integration in the Eastern Partnership

The overall objective of the EU4Energy Phase II programme is to foster the low carbon and clean energy transition in the countries of the Eastern Partnership that can be translated into the following specific objectives:

 

  • Strengthening energy legislative and regulatory frameworks, as well as evidence-based energy policy design capabilities;
  • Fostering the implementation of a conducive environment for sustainable energy investments and prioritisation of infrastructure projects. Where appropriate, this also includes promoting regional market integration and boosting intra-regional trade.

The programme is implemented by the Energy Community Secretariat (EnCS), the International Energy Agency (IEA) and the Council of European Energy Regulators (CEER). CEER, as implementing partner aims at assisting Armenia and Azerbaijan to further develop strategic thinking, planning and adoption of EU Best Practices, supporting CEPA implementation in Armenia and promoting regional cooperation, as well as the visibility of the EU4Energy programme’s action and impact.
