Relevant Developments in Selected Certification Practices of NRAs

CEER has published its 2026 RBL Report on relevant developments in selected certification practices of national regulatory authorities (NRAs). The report updates the current unbundling models applied to gas and electricity TSOs across the EU/EEA since 2024 and provides a first overview of certification practices for hydrogen transport network operators (HTNOs), including case studies from Poland and Spain.

The report also covers national transposition of EU rules on electric vehicle charging stations and energy communities, before turning to a wider set of certification practices beyond unbundling: certification of interconnectors to third countries, offshore and hybrid installations, as well as gas storage system operators.

Key findings:

• No major changes to unbundling models across EU/EEA countries since 2024, with Austria and Sweden the only new certifications among electricity and gas TSOs respectively
• Poland's GAZ-SYSTEM became the first HTNO certified under the Hydrogen and Gas Decarbonisation Package, in June 2026
• Certification of interconnectors to third countries must take security-of-supply considerations into account, and for gas/hydrogen TSOs, essential security interests as well
• Gas storage operators follow a distinct certification route focused on security considerations rather than unbundling, with most procedures still ongoing across Member States
