Board

The Board of Directors consists of six directors: the President and five Vice Presidents. They manage the CEER and represent the association externally.

The President is elected for a 2.5 year term, the current term runs to 22 July 2026. The Vice Presidents are elected for a 2.5 year term (or less in case of replacement of a Board Member), the current terms run to 11 May 2025.

Annegret Groebel

Annegret Groebel is Director of International Relations at the German Regulatory Authority for Electricity, Gas, Telecommunications, Post and Railway (BNetzA). Dr Groebel has worked for BNetzA since 1998.

She is CEER President since January 2019 and served as CEER Vice President between 2012 and 2019. She also co-chairs the CEER Market Integration and Transparency (MIT) Working Group since 2013. She is a member of the Board of Regulators of the Agency for the Cooperation of Energy Regulators (ACER).

Dr Groebel holds a PhD in Economics from the University of Mannheim, a M.A. (Master of European Administrative Management) from FH Bund (Bruehl) and a Diploma in Economics from the University of Heidelberg. She has excellent knowledge of the European regulatory framework for electronic communications as well as for the internal energy market. She has experience in advising public authorities on regulatory reform and sector-specific regulation and is actively involved in the work of the European Regulators Group (ERG) and of the Body of European Regulators for Electronic Communications (BEREC).

In addition to her professional duties, she has been giving lectures for many years on different subjects in economics, finance, social policy, trade policy and European Integration, as well as on regulatory frameworks in the German and European telecommunications and energy markets at different universities and vocational training academies in Germany, Italy and Switzerland. Dr Groebel is the author of various publications in the field of telecommunications and energy regulation.

Koen Locquet

Koen Locquet

Koen Locquet is the President of the Commission for Electricity and Gas Regulation (CREG), Belgium’s energy national regulatory authority. He holds a master’s degree in law and has extensive experience working with several Federal Government Ministers, handling finances, budget, legal issues, economy, and the liberalisation of the energy sector. From February to August 2003, he served as Deputy Director at GeFin, a cooperation of local public financial companies associated with Belgium’s mixed DSOs in the energy sector.

In November 2004, Mr Locquet joined CREG as a senior advisor in charge of gas tariffs. In 2006, he became European Policy Coordinator of the Chair of CREG’s team and was appointed as an alternate member at the CEER General Assembly and ACER Board of Regulators. He has been an active member of several working groups.

In 2011, he was appointed Chair of the CEER Implementation, Benchmarking and Monitoring Working Group (CIBM WG) and the ACER Implementation, Monitoring and Procedure Working Group (AIMP WG). In 2014, he was appointed by the CEER General Assembly to lead CEER’s training activities. He is also a lecturer and course director for several CEER training courses. In January 2015, he was reappointed Chair of the CIBM and AIMP Working Groups, which he chaired until the end of 2017.

Since 2019, Mr Locquet has served as a CEER Vice-President and as Co-Chair of the Legal Advisory Committee, which became the Regulatory Benchmarking and Legal Committee in early 2024. He was appointed Director of the Administrative and Legal Department at CREG in September 2013 and became Acting President of CREG’s Board of Directors in November 2018. In September 2023, he was appointed President of CREG’s Board of Directors.

Alda Ozola

Alda Ozola has been serving as Chair of the Board of the Public Utilities Commission in Latvia since July 2021. As the head of a multi-sector regulator, she focuses on dynamic regulation that fosters the energy transition towards climate neutrality.

From 2013 to 2021, Ms Ozola served as Deputy State Secretary at the Ministry of Environmental Protection and Regional Development, where her primary areas of responsibility included climate policy and sustainability, environmental protection, and biodiversity.

Wolfgang Urbantschitsch

Wolfgang Urbantschitsch

Wolfgang Urbantschitsch is the Executive Director of the Austrian Regulatory Authority for Energy (E-Control). Since 2013 he has been Chairman of the Advisory Committee of the Energy Community. From 2001 to 2016, he was Head of the Legal Department of E-Control.

From 2011 to 2016, he was Member of the ACER Board of Appeal.

Before joining E-Control, Dr Urbantschitsch worked as a legal advisor at the Austrian Federal Constitutional Court, the Austrian Regulatory Authority for Telecommunication and as a research assistant.

Dr Urbantschitsch is the author of numerous publications on energy law as well as constitutional and administrative law. In addition, he is a lecturer at various universities and institutions.

He obtained his doctoral degree at the University of Graz, Austria.

Pedro Verdelho

Pedro Verdelho

Pedro Verdelho is the President of the Portuguese Energy Regulatory Authority (ERSE). He previously served as the Director of ERSE’s Pricing and Tariffs Division.

With more than 20 years of experience in the energy sector, Mr Verdelho is deeply involved in European regulatory cooperation. He has served as Vice-President of CEER since 2021 and has chaired the Gas Working Groups of both CEER and the EU Agency for the Cooperation of Energy Regulators (ACER) since 2019.

Mr Verdelho is also actively involved in other international regulatory cooperation platforms, including the Mediterranean Energy Regulators (MEDREG), where he chairs MEDREG’s Renewables Working Group, and the Ibero-American Association of Energy Regulators (ARIAE), where he leads the Gas Working Group.
