About the Project

Promoting the Clean Energy Transition and Connectivity in the Eastern Partnership Countries – EU4Energy Phase III 

The project aims to contribute to the accelerated transition to interconnected, secure, sustainable, and low-emission energy systems in the Eastern Partnership Countries.

The project, funded by the European Union with € 6 million, is implemented by the Council of European Energy Regulators (CEER) from January 2026 until December 2029.

The specific objectives of the project include:

  • Promoting a fully integrated and competitive electricity sector supported by an independent regulatory institution in the Republic of Armenia
  • Facilitating sustainable energy sector reforms and strengthening governance frameworks in the Republic of Azerbaijan
  • Advancing regional energy connectivity through coordinated collaboration among South Caucasus stakeholders, including Türkiye
  • Enhancing regional cooperation on evidence-based energy regulation and support capacity building in sustainable energy education across the Eastern Partnership
