CEER-ECRB second webinar on the 7th Benchmarking Report on the Quality of Electricity and Gas Supply

On 15 September, CEER and the Energy Community Regulatory Board (ECRB) held their second webinar on the 7th Benchmarking Report on Quality of Electricity and Gas Supply.

Michael Westermann and Ognjen Radovic, Co-Chairs of the CEER Energy Quality of Supply Workstream, emphasised the importance of harmonisation for good comparisons and benchmarking.

The Co-Chairs also noted that:

  • Changes such as more smartmeter generation also need to be taken into account (e.g. voltage quality).
  • Automatic compensation when quality standards are not met should be extended.
  • In gas, safety is an important aspect of quality of supply indicators, which is understood by consumers.
  • In both electricity and gas, commercial quality focuses on the DSO’s relationship with customers.

Participating stakeholders confirmed many of the recommendations in the report and adding it is helping them consider how to improve quality of supply.

  • Niels Van Nuffel from Fluvius (member of CEDEC) gave feedback from the DSO perspective and suggested expanding into new topics such as biomethane.
  • Olivier Arrivé from RTE (member of ENTSO-E) gave feedback from the TSO community and commented that continuity and quality of supply is an area of cooperation between system operators. A high quality of energy supply improves Europe’s competitiveness for attracting investment.
  • Fernando Dominguez from the EU DSO Entity said that a key take away is the need to educate consumers on voltage issues to minimise risks and to help them take more informed decisions.

CEER appreciates the suggestions for new features and focuses for the 8th edition of the report.

CEER Deputy Secretary General Martina Schusterova concluded the webinar announcing that the 7.1 update of the report is planned to be released early 2025.
