CEER Webinar on NRA Oversight of Electricity Transmission Grid Development and Investment

With electricity grid investment at the centre of EU policy discussions, the role of National Regulatory Authorities (NRAs) in overseeing transmission infrastructure proves crucial in supporting EU goals.

On Monday, 2 March 2026 (09:30-10:30 CET), CEER will host a webinar presenting the findings of our Report on NRA Oversight of Electricity Transmission Grid Development and Investment.

The report analyses how NRAs across Europe assess, approve and monitor electricity transmission grid investments, highlighting:

  • The diversity of national regulatory approaches;
  • Information asymmetries between regulators and TSOs;
  • Challenges related to cost transparency and implementation monitoring;
  • Resource and capacity constraints affecting effective oversight.

The session will open with remarks by Koen Locquet (CEER Vice President), followed by a presentation of the report’s key findings and policy recommendations.

Reactions to the report from the European Parliament and the Florence School of Regulation:

  • Anna Stürgkh, Member of the ITRE Committee, European Parliament
  • Catharina Sikow-Magny, Part-time Professor at the Florence School of Regulation

The discussion will explore how regulatory frameworks can better support efficient, transparent and timely grid investments aligned with EU energy transition objectives.
