Consumer Focus 2025: Empowering Consumers in the Energy Transition – Recording Now Available

CEER, in collaboration with the European Commission (DG ENER) and the European Economic and Social Committee, successfully co-hosted the Consumer Focus 2025 conference, bringing together policymakers, regulators, consumer advocates, and industry leaders. This hybrid event explored how energy sharing, demand-side flexibility, and energy communities can drive consumer empowerment and accelerate the energy transition.

Key Takeaways:

  • Energy communities help shield consumers from price volatility and strengthen local resilience.
  • Demand-side flexibility and self-consumption reduce energy costs and aid electrification, but broader adoption is needed.
  • Inclusion of vulnerable consumers requires tailored strategies, as demonstrated by initiatives like Spain’s Balenyà Sostenible.
  • Regulatory improvements—including simplified tariffs, fair grid access, and better cooperation between DSOs and communities—are crucial.

With over 9,000 energy communities across the EU involving more than 1.5 million citizens, collective consumer action is proving to be a key driver of affordability, sustainability, and resilience. However, challenges such as regulatory complexity, limited access to smart technologies, and insufficient support for vulnerable consumers remain.
