EU4Energy Phase III Supports Armenia’s Electricity Market Reform through Regulatory Expert Exchanges

Yerevan, Armenia, 23 July, 2026 – The Council of European Energy Regulators (CEER), under the EU4Energy Phase III Project on Promoting Clean Energy Transition and Connectivity in the Eastern Partnership countries, convened a two-day expert mission on Armenia's Electricity Market Reform and Energy Storage Regulation on 21–22 July 2026 in Yerevan. This mission formed part of EU4Energy's continued support to Armenia in advancing its electricity market reform and strengthening the country's regulatory framework. It brought together representatives of the Public Services Regulatory Commission of the Republic of Armenia (PSRC) and EU regulatory experts for in-depth technical exchanges on legislative development, electricity market reform and the integration of energy storage into the national regulatory framework.

Throughout the mission, participants reviewed the assessment of Armenia's existing energy legislation and explored priorities for further development. EU experts presented recommendations and shared practical experiences to support Armenia's ongoing reform process and its alignment with EU regulatory practices. A dedicated technical session focused on the regulatory framework for energy storage, addressing licensing arrangements, market participation and tariff methodologies, while drawing on best practices from across the European Union.

During the meeting, a concept for an Electricity Sector Investment Information Platform designed to improve the transparency and accessibility of sector-related information for prospective investors was also introduced. Discussions provided valuable feedback on the proposed approach and explored opportunities to strengthen the investment environment through improved access to relevant information” mentioned Armin Bohm, resident expert of the EU4Energy Project.

The mission concluded with a roundtable discussion on implementation priorities, identifying practical follow-up actions to support Armenia's electricity market reform under EU4Energy Phase III.

By fostering technical cooperation and the exchange of regulatory expertise, the mission further strengthened PSRC’s regulatory capacity and supported the development of practical, forward-looking regulatory solutions that will contribute to a more efficient and resilient energy sector.

The EU4Energy Phase III is funded by the European Union with a total budget of €6 million and is implemented by the CEER. The project aims to contribute to the accelerated transition to interconnected, secure, sustainable, and low-emission energy systems in the Eastern Partnership countries.
