Towards a Competitive and Sustainable Electricity Market: EU4Energy Phase III Roundtable in Yerevan
Yerevan, Armenia, 12 May, 2026 – The Council of European Energy Regulators (CEER), under the EU4Energy Phase III Project on Promoting Clean Energy Transition and Connectivity in the Eastern Partnership countries, organised a High-Level Electricity Market Roundtable in cooperation with the Public Services Regulatory Commission of Armenia and with the participation of the Ministry of Territorial Administration and Infrastructure.
The event brought together representatives of Armenian institutions, the Delegation of the European Union to Armenia, European regulatory authorities, EU experts and key electricity sector stakeholders to discuss the ongoing development of Armenia’s electricity sector and the priorities of the EU4Energy Phase III programme.
The roundtable served as a platform for strategic dialogue on Armenia’s electricity market reforms, supporting closer alignment with EU principles under Connectivity Agenda and covering the importance of regional connectivity for energy security, the integration of renewable energies and system efficiency. Discussions focused on key regulatory and market development priorities, including electricity market liberalisation, development of secondary legislation under the Energy Law, strengthening regulatory practices and improving the investment climate in the sector.
The meeting also facilitated exchange between Armenian institutions, European regulators and international partners, promoting knowledge sharing and peer-to-peer cooperation in support of Armenia’s clean energy transition.
In his keynote address, H.E. Vassilis Maragos, Ambassador of the European Union to Armenia, referred to the first EU - Armenia summit, held on 5th of May, during which the EU- Armenia Connectivity Partnership was signed and highlighted the importance of cooperation in the energy sector:
“This project isn’t just about kilowatt-hours or grid codes—it’s about people, prosperity, and a planet-safe future. By working together, we can turn Armenia and the region into a hub for sustainable energy innovation."
Addressing the crucial role of the event, Mr Mesrop Mesropyan, the Chairman of the Public Services Regulatory Commission of the Republic of Armenia, noted: “Sustainable development of a competitive electricity market is an important step towards strengthening Armenia's energy security, ensuring regional integration and sustainable economic growth. It creates new opportunities for innovation, investment and bridging regional energy gaps. At the same time, effective market mechanisms contribute to the formation of an economically sound, transparent and predictable pricing system.”
CEER representatives highlighted the role of regulatory cooperation, peer-to-peer exchange and EU best practices in supporting Armenia’s electricity market reforms. They also reaffirmed CEER’s continued commitment, through EU4Energy Phase III, to supporting Armenia in advancing market liberalisation, strengthening regulatory capacity and progressing towards a clean energy transition.
The EU4Energy Phase III is funded by the European Union with a total budget of €6 million and is implemented by the CEER. The project aims to contribute to the accelerated transition to interconnected, secure, sustainable, and low-emission energy systems in the Eastern Partnership Countries.
