Public Consultation on CEER Strategy 2026-2029
This strategic document sets out CEER’s vision for the years ahead under the theme “Ensuring regulatory stability and citizen engagement amidst change to reach the decarbonisation goals efficiently.”
The Strategy outlines three key regulatory priorities for 2026-2029:
- Optimising market-oriented solutions to deliver best results for consumers and the energy system
- Empowering and protecting consumers, while promoting affordability and accessibility
- Deepening the integration of a decarbonised energy system
The aim of this public consultation was to collect stakeholder views to help shape the strategic priorities and ensure they reflect current and anticipated challenges, providing a solid foundation for CEER’s future work.
To support the consultation process, CEER hosted a public webinar on 4 July 2025, where the new CEER Strategy was presented.

Stakeholders were invited to participate in the public consultation via a dedicated online questionnaire in this section of the CEER website. The deadline to submit the feedback was Friday, 22 August 2025.
Following the public consultation period, CEER published responses received from stakeholders that were not marked as confidential. Respondents who wished to maintain confidentiality submitted the confidential aspects of their response by marking them as 'confidential' in the questionnaire.
