CEER views on the European Commission’s legislative proposal on future-proofing electricity bills

CEER is sharing its initial views on the European Commission's legislative proposal on future-proofing electricity bills amending the Electricity Regulation (EU) 2019/943. The proposal aims to modernise Europe's electricity networks, improve grid utilisation and advance smart grids, in support of electrification and the wider energy transition. CEER supports these broad objectives, while stressing that the design of network charges must remain within the competence of independent national regulatory authorities (NRAs), given the significant differences in network topology, generation mix and consumption patterns across Member States. CEER's paper sets out its position on the proposal's key provisions, together with a series of recommendations for the legislative process ahead. 

CEER supports the objective of a more efficient, transparent and future-proof electricity system, but recommends that the final Regulation focus on common principles rather than prescriptive detail - preserving NRA independence, respecting national and system-specific circumstances, and applying the principles of proportionality and subsidiarity throughout. CEER stands ready to support the European institutions in developing best-in-class regulation that works for consumers, industry, and society at large.
