Report on Regulatory Frameworks for European Energy Networks 2025
The CEER Report on Regulatory Frameworks for European Energy Networks 2025 provides a comprehensive overview of regulatory regimes for electricity and gas networks at both transmission (TSO) and distribution (DSO) levels.
The report covers 29 CEER member countries plus Northern Ireland, as well as five Energy Community Regulatory Board (ECRB) members, offering a broad and comparative picture of regulatory practices across Europe. It focuses on key parameters shaping investment conditions, including the rate of return (RoR), the regulatory asset base (RAB), asset depreciation, and incentive mechanisms.
While regulatory frameworks continue to differ across jurisdictions, the report identifies a high degree of convergence in the use of incentive-based regulation. In particular, electricity networks (especially DSOs) continue to be subject to more extensive incentive mechanisms than gas networks. Regulators are also increasingly considering adjustments to existing frameworks to reflect technological progress, evolving investment needs, and changes in market conditions.
