TSO Cost Efficiency Benchmark TCB21- Model Specification Electricity

The TSO Cost Efficiency Benchmark (TCB21) assesses the cost efficiency of gas and electricity Transmission System Operators (TSOs) across Europe. Initiated by the CEER in 2021 and concluded in 2024, the project was conducted in collaboration with Sumicsid Group, focusing on data analysis, modelling, and reporting.

This study establishes a framework for evaluating electricity TSO efficiency, identifying best practice operators and benchmarking them within a pan-European regulatory context. The findings contribute to informed regulatory oversight, supporting efficiency improvements and enhanced performance across the sector.
